প্রস্তাব ওঠার পর আইনমন্ত্রী কিন্তু বেশ ইতিবাচকভাবেই সাড়া দেন। তিনি জুলাই সনদ বাস্তবায়নের পক্ষে মত দিয়ে আলোচনার গুরুত্ব স্বীকার করেন। এমনকি এই বিষয়ে পড়াশোনার জন্য মদীনা সনদ, জ্যাঁ জ্যাক রুশোর 'সোশ্যাল কন্ট্রাক্ট' এবং ৭২-এর সংবিধান নিয়ে তিনটি বইয়ের নামও উল্লেখ করেন তিনি।

স্বরাষ্ট্রমন্ত্রীর এই কাণ্ডে খোদ বিরোধীদলীয় নেতাও হতবাক হয়ে স্পিকারের কাছে জানতে চান, আলোচনা কি অফিশিয়ালি শুরু হলো কিনা। পরিস্থিতি সামাল দিতে স্পিকার বিষয়টির গুরুত্ব বুঝে ছোটখাটো ত্রুটি এড়িয়ে যান এবং আগামী ৩১ মার্চ দিনের শেষ দুই ঘণ্টা জুলাই সনদের ওপর আলোচনার আনুষ্ঠানিক ঘোষণা দেন।
