যেমন - সম্প্রতি চালু হয়েছে .bd রিসেলার সিস্টেম। এটা চালু করার মুল কারণ কাজ দেখানো!। যেখানে বিটিআরসি গত ৩ বছর ধরে রেজিস্ট্রি এবং রেজিস্ট্রার সিস্টেম কাজ করছে, সেখানে এসব বাদ দিয়ে নিয়ে আসা হয়েছে রিসেলার সিস্টেম। এই রিসেলার সিস্টেম চালুর সাথে সাথে ডোমেইন নিবন্ধন এবং রিনিউ ফি দিগুণ করে দেয়া হয়েছে।

বিটিসিএল একাধারে রেজিস্ট্রি, রেজিস্ট্রার। নিজেরা রেজিস্ট্রি হয়ে রেজিস্ট্রার হিসেবে কাস্টমারের কাছে ডোমেইন বিক্রি করছে। আবার তারা রিসেলার দিচ্ছে। এই রিসেলার সিস্টেমে ডোমেইন ট্রান্সফার, রিয়েল টাইম DNS আপডেটের কোন সুযোগ নাই।

সঠিক রেজিস্ট্রি সিস্টেম না থাকায়, .bd ডোমেইন এর উপরে দেশের মানুষের আস্থা একদম তলানীতে। তার মুল কারণ আমলাতান্ত্রিক জটিলতা। একটা ডোমেইন কিনতে গিয়ে মানুষ অনেক হ্য়রানির শিকার হয়। আবার রেজিস্ট্রি ডা্উন হয়ে সব ডোমেইন ডাউন!

যদি সঠিক রেজিস্ট্রি সিস্টেম থাকতো এবং রেজিস্ট্রার সিস্টেম চালু করা যেত, তাহলে রেজিস্ট্রারগুলো তাদের নিজেদের প্রয়োজনেই .bd ডোমেইন প্রমোট করতো। রেজিস্ট্রারগুলোও রিসেলাদের মাধ্যমে বিক্রি বাড়াতে পারতো।

btcl যে রিসেলার সিস্টেম চালু করেছে, সেখানে কানেকশন ফি নামে ১ লাখ টাকার ফি নির্ধারণ করেছে। আর তাদের দেয়া দামে বিক্রি করতে হবে। সেখানে ১৫% কমিশন পাওয়া যাবে। প্রতি ডোমেইনে মাত্র ১৬৫ টাকা। ১ লাখ টাকা কানেকশন ফি দিয়ে সেই ১ লাখ টাকা ১ বছরে .bd ডোমেইন বিক্রি করে উঠানোও সম্ভব না।

পৃথিবীর কোথাও ডোমেইন রিসেলারের নামে এই ধরনের কানেকশন ফি দেখিনি। এই কানেকশন ফি এর কারণে ছোট ছোট উদ্দ্যোক্তারা ডোমেইন রিসেলার হওয়ার সুযোগ পাবে না। এতে সুবিধাভোগী হবে নির্দিষ্ট কিছু কোম্পানি।
bd ডোমেইনকে জনপ্রিয় করার জন্য ICANN standard ফলো করে রেজিস্ট্রি সিস্টেম করতে হবে এবং রেজিস্ট্রার নিয়োগ দিয়ে বিক্রি বাড়ানো যেতে পারে। রেজিস্ট্রাররাই তাদের নিজেদের রিসেলারদের মাধ্যমে বিক্রির সুযোগ দিলে, অনেক ছোট ছোট উদ্দ্যোক্তা .bd বিক্রিতে আগ্রহী হবে।
