More Victorians can now access discounted ceiling insulation through the Victorian Energy Upgrades program, helping households to lower their energy bills, improve home comfort and support better health outcomes.

Solar Victoria has expanded the program to include:

✅30 to 50% upfront discounts on installation costs, seeing savings up to $1,500 in metro and $2,100 in regional Victoria*
✅average household energy ongoing bill savings of more than $400 annually
✅the most comprehensive ceiling insulation safety framework in Australia
✅mandatory electrical safety and installer assessments before work begins
✅installation by accredited providers using Energy Efficiency Council-certified installers only
✅government-funded training to help build a skilled and certified insulation workforce.

This reform has been developed in close partnership with industry and key regulators, including the Essential Services Commission, Energy Safe Victoria, WorkSafe Victoria, the Energy Efficiency Council and the National Electrical and Communications Association, with support from the Department of Energy, Environment and Climate Action and the Department of Climate Change, Energy, the Environment and Water.

Thinking about delivering ceiling insulation upgrades through the Victorian Energy Upgrades (VEU) program? Now is the time to get certified.

All onsite installers, including business owners, employees and subcontractors, must hold EEC Certified Insulation Installer (CII) certification to participate.

Applications are free until 30 September 2026, saving more than $1,000 per installer. If your team has completed the required training but hasn't yet applied, don't miss this opportunity.
