Since launching our new Iconic Scarborough project website a few weeks ago, we have received numerous requests for additional information on this very exciting project.
We have now updated the site with additional images and explanation and have further enhanced our "Have your Say" community survey.

Since obtaining a development approval for a previous design scheme in June 2018, 3 Oceans have been reassessing this project and have progressed a new design. We are now excited to launch our new project website https://iconic-scarborough.com.au/ that provides more detail on the extensive community benefit components that we will be delivering.
The new website provides an opportunity for the community to 'Have Your Say' and we encourage you to leave us a comment after you've gone through all the videos and additional information.

The demolition works for the site are well underway. The buildings are being safely removed by a Western Australian demolition contractor and the true potential of the site is beginning to show. 3 Oceans Property are proud to advise that the demolition is on track for completion by the end of December 2018.

Iconic Scarborough - MRA Approval
3 Oceans Property Group welcomes the MRA Board’s decision to approve the revised development application for the Iconic Scarborough project.
Whilst we were disappointed that the original proposal was refused in late 2017, we have worked hard to respond to the issues raised by the MRA through a collaborative, productive and rigorous mediation process.
The new design is reduced in scale, gives a higher level of consideration to its coastal location and has achieved ‘design excellence’ status from the Design Mediation Group.
Iconic Scarborough will be a strategically important asset for WA. It will promote tourism, provide a new place for local people to enjoy, improve the accommodation offering, and create exciting new retail and food opportunities.
Importantly it will create 2,200 jobs during construction and over 700 permanent jobs in Scarborough.
3 Oceans would like to thank Western Australians and the Scarborough community for their support and encouragement of the project.

Iconic Scarborough – Design and Place
Iconic Scarborough, Perth’s first piece of iconic architecture that truly celebrates the beauty and unique character of the West Australian Coast line.
The proposed material and color palette for Iconic Scarborough is a reinterpretation of the existing coastal landscape. The podium design is conceived to emulate that of an oyster. The sculpted exterior represents the hard shell – rough in texture but strong and protective. The internalized faces of the podium are delicate and fine, much like the form of the pearl within the shell. Scalloped glass surrounds and protects the central public plazas. It creates a sense of arrival as well as a meeting space – a unique and memorable experience.
The materiality of the podium seeks to develop and build upon the character of Scarborough creating a sense of place. It offers a richness of texture and patterning while showcasing the natural colour and material palette found in the projects context along Perth’s metropolitan coastline. As the towers rise the glazed forms undulate, providing ‘movement’ and a subtle, refined built form.
The materiality of both towers is consistent – refined glazing panels with a subtle change in colour reflect the natural pigments of the Indian Ocean that embraces the suburb of Scarborough and its coastal context.

Contributing to making Scarborough a Top Destination in WA!
The proposed public observation deck, restaurant café/bar and exhibition space at the top of the building are expected to become one of Perth’s most exciting tourist attractions. Visitors can access the three level public space by lift or using the dramatic sculptural staircase that winds its way up through the exhibition space to the observation deck. The entire top level forms a viewing area from which visitors can take in the spectacular views and make their way up to the very peak of the building for a brilliant photo opportunity of the metropolitan coastline and Rottnest Island.
The project team have been in discussions with a local community art group who have expressed their interest in being involved with the curation of exhibitions within this space. It is also expected to feature travelling regional, national and international exhibitions.
The feature restaurant on level 42 will be an unrivalled attraction for locals and visitors alike. The restaurant will have distinctively Western Australia flavour featuring the best of the local produce. It is expected the restaurant, and the other elements of the observation deck will help to turn Scarborough into a major tourist destination.

Diversifying Scarborough's Destination Experience
The Iconic Scarborough development will be of international standard which celebrates Scarborough by delivering world-class amenity and attractions, hotel and convention facilities, new living options, quality retail and supporting infrastructure. Working closely with the MRA throughout the mediation process, the development now provides a defining network of experiences, from small local offerings to showcase features of the precinct, ensuring the needs of our diverse user groups are met.
The strategy behind defining Iconic Scarborough’s destination experience is centred on:
* Showcasing Scarborough and the WA coastline
* Diversifying the visitor experience beyond the beach and outdoors
* Creating a year-round destination, acknowledging seasonal drivers
* Responding to and enhancing current government investment
* Attracting new visitors to the area and extending investment and length of stay
Through this feedback from the MRA, three key platforms have informed our approach:
1 - Showcasing Scarborough and the WA coastline
* Diversifying the visitor experience beyond the beach and outdoors
* Creating a year-round destination, through a diversity of activities and uses
* Enhancing recent investment in the area by providing world class facilities which contribute the vitality of the precinct
* Attracting new visitors to the area and extending investment and length of stay
2 - Destination leisure – retail, food and beverage
* A “Taste of WA” – a focus on West Australian themed gifts, food, wine, tourism related activities
* Over 3,500 sqm of retail space with a mix of food & beverage, produce and retail offerings
* The “Market Hall” a large central market store showcasing local product – connecting people to WA providores and produce.
* Curated food & beverage offerings from fine dining to take-away
* Signature restaurants, including a unique restaurant experience atop the west tower.
3 - World class hotel, convention and living options
* International brand, 4+ star hotel with 148 rooms
* Integrated leisure facilities – resort-style pool and spa
* 324 apartments with access to first-class amenities
* Meeting and convention facilities

Iconic Design - Building Shape
Firstly thank you for all of your support for the revised Iconic Scarborough development. Throughout the next few weeks we will be creating a series of posts giving more insight into the changes between the two designs, and the reasons for these changes, with this first post on building shape.
Working closely with the MRA, we have significantly revised the bulk and scale of the development to minimise amenity impacts on neighbours and the locality. The podium is now lowered in height by three levels and presents a more intimate pedestrian scale. The design consolidates the public and retail spaces along Scarborough Beach Road, West Coast Highway and Filburn Street, including a centrally located public plaza that defines the main pedestrian entry point to the development. The towers are now more slender, set back further from the street and rotated by 45 degrees to improve the visual separation between the structures. The hotel component is now separated from the podium and conceived as a linking element between the two towers, with increased setbacks to minimise the impact of the development at the street level. The revised design enhances the sense of place through the sensitive use of materials & forms that relate to the local Scarborough character, connecting more successfully to the neighbourhood and broader locality.
3 Oceans is pleased to unveil Iconic Scarborough re-imagined.
Over the past few months we have participated in a mediation process overseen by the Department of Planning, which has been collaborative, productive and rigorous.
The project has been comprehensively redesigned, and whilst the revised proposal retains the iconic and world-class elements of the original proposal, it has given a higher level of consideration to its coastal location and an increased focus on the tourism potential of Scarborough and Western Australia.
Just some of the key revisions in the form of the building include:
- A reduced street level impact through reduction in bulk and scale of the podium
- More slender towers enhancing view corridors
- More generous public open space areas
- Emphasis on providing WA focussed retail experiences at ground and Level 1
- A significant reduction in car bays addressing traffic concerns
- Redesigned observation deck with public restaurant and bar
- A major “WA Experience Centre”
- Improved public connectivity through he WA Experience Centre to the public viewing tower amenities
In terms of the towers themselves, they consist of refined and gently undulating glazing panels, with their subtle change in colour referencing the patterning of the ocean on the coast of Scarborough.
A series of informative posts over the coming weeks will showcase the key changes and enhancements to community benefits that have come through the revised design.
