Is building a city above a city the solution for higher-density living? Upside down houses, sky-high terraces and communal gardens on top of existing buildings could be the solution to meeting the demand for urbanisation in major cities around the world.

The Department of Transport, together with the Public Transport Authority and Main Roads Western Australia have today released the Perth Transport Plan for 3.5 Million People and Beyond.
