Migration Program Planning
The government will extend migration planning beyond the current 12 month planning cycle to fill critical skills shortages and ensure better collaboration with the states and territories.
Net overseas migration numbers are expected to fall from 510,000 in the 2022-23 financial year to 375,000 next financial year and 250,000 in 2024-25. The numbers are predicted to stabilise at this lower level from that time on.
International student numbers grew to 270,000 in 2022-23 up from 170,000 in 2028-19 prior to COVID, which also saw a return to Australia of students who had been forced to study online and offshore during the pandemic.
Temporary visa holders, ie Temporary Skilled, Working Holidays Maker and COVID pandemic event visas, accounted for 180,000 places in 2022-23, up from 100,000 in 2018-19.
Expect many changes to most subclasses in 2024.

By the end of 2023, the Temporary Residence Transition (TRT) stream of the Employer Nomination Scheme SC 186 will be amended.
All Temporary Skill Shortage (TSS) SC 482 visa holders will be eligible for ENS visas sponsored by their employers.
Applicants will need to continue to work in the occupation nominated for their TSS visa(s).
Sponsored visa holders will be eligible for ENS TRT after two years (down from three years) of sponsorship on a TSS by their employer.
Applicants will need to meet all other nomination and visa requirements for the TRT stream of the Employer Nomination Scheme visa.
The limit on Short Term stream TSS visa applications that can be made onshore has also been removed in the interim.

Occupation ceiling values are based on a percentage of stock employment figures for each occupation. Employment figures are provided by the Australian Bureau of Statistics, and represent the number of people employed in Australia in each occupation.
Occupation ceilings do not apply to State or Territory Nominated, Employer Sponsored or Business Innovation and Investment visa subclasses.
For Accountants (2211) the occupational ceiling also reflects volumes in other skilled visa categories. - This pretty much summarize that 189 invite for accounting would be harder due to 1000 distributed in other visa programs like State nominated visa.

The Department of Employment, Skills, Small and Family Business (formerly the Department of Jobs and Small Business) regularly reviews the skilled migration occupation lists to ensure they are responsive to genuine skill needs across Australia.
The next update to Australia’s skilled migration occupation lists is scheduled to be announced in March 2020.
On 4 September 2019, the Department commenced a review of the skilled migration occupation lists and is currently meeting with interested stakeholders. If you would like to meet with this Department please email [email protected].

Home Affairs doesn’t know how many migrants it’ll deport under new character test
The Home Affairs Department predicts proposed changes to Australia's character test will mean more migrants will be deported - but is unable to estimate how many.
The Home Affairs Department can't say how many migrants they expect to fail the character test under planned changes to make it easier to deport foreign criminals.
Department officials were grilled by a Senate inquiry about government plans to lower the bar for criminals' visas to be cancelled.

The Regional Sponsored Migration Scheme (RSMS) Subclass 187 will close from 16 November 2019.
The RSMS subclass will remain open for applicants who:
- on 20 March 2019, held a Temporary Skill Shortage (Subclass 482) visa in the Medium-term stream, or was an applicant for a Temporary Skill Shortage (Subclass 482) visa in the Medium-term stream that was subsequently granted, or
- on 18 April 2017 held a Temporary Work (Skilled) (Subclass 457) visa; or was an applicant for a Temporary Work (Skilled) (Subclass 457) visa that was subsequently granted.
'Orphan' RSMS nominations lodged before 16 November 2019, will be taken to have been withdrawn on 16 November 2019 if:
- the nomination has not been approved or refused before 16 November, and
- the nominee is not transitional 457 or 482 employee, and
- the nominee has not lodged 187 visa application before 16 November
