🌍 New EU–Mexico Trade Deal Expected to Open New Markets & Strengthen Supply Chains

A newly signed trade agreement between the European Union and Mexico is being welcomed by shippers, freight forwarders, and logistics providers as a major step toward expanding global trade opportunities and reducing supply chain risk.

The modernised agreement:
✅ Provides duty-free access for almost all goods
✅ Expands opportunities across services, digital trade, procurement, and agriculture
✅ Aims to reduce administrative burdens and border complexity
✅ Supports diversification away from heavy reliance on the US and China

Trade between the EU and Mexico has already grown more than 75% over the past decade, with over 45,000 EU businesses expected to benefit from the updated agreement.

Industry groups including the European Shippers’ Council (ESC) and CLECAT have highlighted the importance of:

🚨 Biosecurity Industry Update – Changes to UPE Biosecurity Directions & Notices

DAFF has released IAN 75-2026 outlining upcoming changes to the format and delivery of biosecurity directions and notices for Unaccompanied Personal Effects (UPE) entries.

These changes form part of the rollout of the new Integrated Cargo and Container Platform (ICCP) — DAFF’s modernised system that will progressively replace AIMS.

What’s changing?
📍 Initial pilot commenced 19 May 2026
📍 Limited to selected HVSO UPE cargo in Melbourne
📍 Broader industry rollout expected later in 2026

Key operational changes include:

📧 New automated sender email:

(replacing [email protected])

📄 Notice attachments will now be issued as PDFs
(no longer .htm files)

📝 Updated email subject line format:
Notice Type | Entry Number | Importer | House Bill | Discharge Port

📚 Direction and notice templates now include:
• Clear legislative references under the Biosecurity Act 2015
• More detailed compliance instructions
• Potential consequences for non-compliance
• Improved readability and structure

Important reminder:
While the format and delivery method are changing, the import clearance process and compliance obligations remain the same.

Businesses that automatically process or store DAFF directions may need to review internal systems and workflows to ensure compatibility with the new format.

🚛 NHVR Intensifies Focus on Sham Contracting & High-Risk Operators

The National Heavy Vehicle Regulator (NHVR) has announced a renewed crackdown on high-risk transport operators, while also increasing focus on sham contracting practices across the road transport sector.

According to the NHVR:
• 21 operators have been identified as presenting unacceptable safety risks
• Multiple operators have lost accreditation or are under review
• Prohibition notices have already been issued to several businesses following intelligence-led investigations

What is sham contracting?
Sham contracting occurs when workers are incorrectly classified as independent contractors instead of employees — often to avoid obligations such as:

• Superannuation
• Leave entitlements
• Workers compensation
• Payroll obligations

Regulators and industry groups are increasingly linking sham contracting to:
⚠️ Safety risks
⚠️ Fatigue pressures
⚠️ Poor maintenance practices
⚠️ Unsustainable pricing models
⚠️ Unfair competition across the supply chain

This is becoming a major focus area across transport, logistics, and supply chain operations — with the NHVR, Fair Work Ombudsman, ATO, and other agencies now working together more closely than ever before.

A strong reminder that compliance is no longer just about freight movement — it extends across governance, workforce arrangements, safety culture, and supply chain accountability.

🚨 Did You Know? Australia Maintains a Formal List of “Listed Human Diseases” Under Biosecurity Legislation.

DAFF has released IIAN 79-2026 advising that Andes Virus infection (Orthohantavirus andesense) has now been added as a listed human disease by the Australian Centre for Disease Control.

As a result:
• The Biosecurity (Listed Human Diseases) Determination 2016 has been superseded
• The new Biosecurity (Listed Human Diseases) Determination 2026 now applies
• Existing import permits referencing the 2016 determination may be impacted

This change may affect the importation of:
🧪 Microorganisms
🧬 Genetic material
🧫 Test kits
🩸 Infected human or animal tissues and fluids
🔬 Scientific and laboratory materials

DAFF has advised that both standard and non-standard permits may require review or amendment, with impacted permit holders to be contacted directly.

It’s a strong reminder that biosecurity compliance extends far beyond traditional cargo and can impact highly specialised scientific and research imports.

• And somehow still found time to start prep for the Finke Desert Race (so keen!).

The reality is — the work never stopped.
