This project supports preventive protection for religious communities, places of worship and associated institutions across the EU, translating existing practice and stakeholder expertise into practical tools and capacity building.

▌WHAT SHOULD CHANGE IN THE SAFETY PLANNING OF PLACES OF WORSHIP?
More than 200 participants took part in twelve PARTESS-COM capacity-building trainings across Europe between December 2025 and June 2026.
Their experiences identified recurring problems in the protection and preparedness of places of worship that cannot be addressed through technical security measures alone:
🔹 unclear procedures for unfamiliar incidents
🔹 lasting effects of harassment and other low-level incidents
🔹 insufficient consideration of women’s experiences
🔹 limited capacity among smaller places of worship
🔹 incidents that remain undocumented because they are handled internally
Field Note 2 sets out four practical directions: rehearse clear procedures, involve affected congregants in safety planning, direct support towards institutions with fewer resources and improve responses to incidents that do not fit established reporting categories.

▌COMMUNICATION AS PART OF PROTECTION
For places of worship, safety is not only a question of physical measures.
It also depends on how communities communicate before, during and after a crisis.
In this short reel, Oliver, press officer at the Roman Catholic Church in Vienna and representative of a PARTESS-COM project partner, shares a perspective from a crisis communication training in Brussels.
The message is practical: faith communities benefit when they can exchange with security experts, practitioners and police services across Europe.

DIGITAL HATE, DISINFORMATION AND COMMUNITY PROTECTION
From 16 to 19 June 2026, Deputy Inspector José Martínez Marín of Murcia Local Police (black shirt) took part in No Hate Speech Week in Strasbourg, held within the framework of the Council of Europe.
His presentation introduced PARTESS-COM in this conference exchange on hate speech, hate crime, discrimination, online radicalisation, disinformation and the protection of vulnerable communities.
Why this matters:
🔹 digital hate can strongly affect (religious) communities
🔹 disinformation can increase distrust and insecurity
🔹 vulnerable groups need practical protection and reliable support
🔹 prevention requires cooperation across institutions and sectors
The event brought together European institutions, universities, law enforcement agencies, equality bodies, civil society organisations, local authorities and practitioners.
This contribution by Murcia Local Police underlined the value of local police services in European prevention work, especially where hate-related incidents, online risks and community safety concerns overlap.

PROTECTING PLACES OF WORSHIP IN ROMANIA THROUGH TRAINING AND EXCHANGE
Thank you to all participants in the PARTESS-COM national training held in Bucharest on 10 June 2026!
What made this event especially valuable was the wide range of participants in the room. Representatives of different Christian denominations, Muslim organisations, public institutions, and project partners came together for exchange on the protection of places of worship and related institutions.
This diversity is not incidental. It is central to effective prevention.

FINAL EUROPEAN TRAINING IN BRUSSELS 🕊️

POLAND TRAINING AND SIMULATION COMPLETED
On 27–28 May 2026, PARTESS-COM, through EFI and the University of Lodz, delivered a two-day programme in Częstochowa, Poland, bringing together religious leaders, security practitioners, academics, and community representatives from Poland and across Europe.
Hosted at the Jasna Góra Sanctuary, the event combined leadership-focused capacity-building with a full-day simulation exercise. The aim was to strengthen the protection of places of worship and support closer cooperation between faith communities and local authorities.

VULNERABILITY ASSESSMENTS OF PLACES OF WORSHIP – BRUSSELS
A big thank you to all participants in the PARTESS-COM workshop held on 20 May 2026 in Brussels. The day combined expert input, a field visit, a site exercise, and group work on identifying vulnerabilities, assessing risks, and discussing suitable solutions for places of worship.
