Enhancing Civil Protection in Armenia

Դեկտեմբերի 2-ը ԵՄ Թվինինգ ծրագրի համար առանձնահատուկ օր էր։ Ծրագրի երկու տարվա իրականացումից հետո, Թվինինգը ամփոփում էր իր արդյունքները և նվաճումները։ Հսկայական աշխատանք է տարվել և՛ ծրագրի թիմի, և՛ շահառուի կողմից։ Շնորհիվ արդյունավետ համագործակցության և փոխըմբռնման՝ Թվինինգ ծրագրի թիմը և ՀՀ Արտակարգ իրավիճակների նախարարությունը Հայաստանն ավելի աղետակայուն են դարձրել։ Թվինինգ ծրագրի համար մեծ պատիվ էր հյուրընկալել մոտ 120 հյուրերի․ միջոցառմանը մասնակցում էին ՀՀ Արտակարգ իրավիճակների նախարար Արմեն Փամբուխչյանը, ՀՀ Արտակարգ իրավիճակների նախարարի տեղակալ Դավիթ Համբարյանը, Հայաստանում Եվրոպական միության դեսպան Անդրեա Վիկտորինը, Հայաստանում Շվեդիայի Արտակարգ և լիազոր դեսպան Պատրիկ Սվենսոնը, Հայաստանում Լիտվայի դեսպանության երկրորդ քարտուղար Էվալդաս Գալվանաուսկասը, Թվինինգ ծրագրի մշտական խորհրդատու Անաստասիա Էզերեցը, Փրկարար ծառայության տնօրենի տեղակալ Տիգրան Պետրոսյանը, ծրագրի ղեկավարները Լիտվայից և Շվեդիայից, ծրագրի շահագրգիռ կողմերը կառավարությունից և Ազգային ժողովից, ինչպես նաև Արտակարգ իրավիճակների նախարարության տարբեր ստորաբաժանումների աշխատակիցները։ Ծրագրի ձեռքբերումների շարքում են՝ Աղետների ռիսերի կառավարման ազգային ռազմավարության վերանայումը, Աղետների ռիսկերի կառավարման և բնակչության պաշտպանության վերաբերյալ օրինագծի և ենթաօրենսդրական ակտերի մշակումը, բնակչության պաշտպանությունում կամավորության ռազմավարության մշակումը և քաղաքացիական առաջին արձագանքողի հայեցակարգի ներդրումը, հանրային իրազեկման նկատառումներով գրքույկի տպագրությունը արտակարգ իրավիճաներին տնային պայմաններում պատրաստվելու համար, ինչպես նաև առաջարկություններ մարդկային ռեսուրսների արդյունավետ կառավարման համար։ Ծրագրի ձեռքբերումներից նշվեց նաև կառուցողական և արդյունավետ համագործակցությունը քույր կազմակերպությունների և շահառու կազմակերպության միջև, փոխադարձ վստահությունը, արժեքավոր և հարատև ընկերությունը, որը հնարավորություն կտա շահառուին բարելավել Հայաստանի դիմակայունությունը աղետներին՝ հիմնելով իր հետագա գործունեությունը Թվինինգի արդյունքների վրա։

December 2nd was a special day for the EU Twinning project “Enhancing civil protection in Armenia”. After two years of implementation, Twinning was proudly summarizing its results and announcing its achievements. Huge work was done both by the project team and the beneficiary. Thanks to this effective cooperation and mutual understanding, the Twinning project team and the Ministry of Emergency Situations were able to make Armenia more disaster resilient. The Twinning final event was honored to be attended by around 120 participants, including the Minister of Emergency Situations Armen Pambukhchyan, deputy Minister Davit Hambaryan, Ambassador of the European Union to Armenia Andrea Wiktorin, Ambassador Extraordinary and Plenipotentiary of the Kingdom of Sweden to Armenia Patrik Svensson, Second Secretary of the Embassy of the Republic of Lithuania to Armenia Evaldas Galvanauskas, Resident Twinning Adviser Anastasia Ezerets, Deputy Director of Rescue Service Tigran Petrosyan, the project leaders from Lithuania and Sweden, project stakeholders from government authorities and the National Assembly, other institutions, employees of different departments of the Ministry of Emergency Situations of RA.
Among the achievements of the project are the revision of the National Disaster Risk Management strategy, development of the draft Law on Disaster Risk Management and Population Protection, elaboration of sub-laws, development of the concept for volunteerism in civil protection, and creation of the concept of civil first responder, publication of the brochure “When There is an Emergency” for household preparedness, recommendations for effective human resource management and development. Of course, among the project achievements the constructive and productive partnership between the sister-organizations and the beneficiary, mutual trust, valuable and lasting friendship were mentioned, which will allow the beneficiary to continue strengthening resilience of Armenia based on the project deliverables.

Եվս մեկ ամիս, և ԵՄ Թվինինգ ծրագիրը կավարտի իր գործունեության ժամկետը։
Միևնույն ժամանակ, ծրագրի թիմը և ՀՀ Արտակարգ իրավիճակների նախարարությունը շարունակում են իրենց համագործակցությունը՝ ամփոփելու Թվինինգի արդյունքները։ Այս կապակցությամբ, նոյեմբերի 30-ին կայացավ ծրագրի վերջին ղեկավար հանձնաժողովի նիստը, որտեղ ծրագրի ղեկավար թիմը հատուկ շնորհակալություն հայտնեց ՀՀ Արտակարգ իրավիճակների նախարարությանը և Փրկարար ծառայությանը ծրագրում իրենց ունեցած անգնահատելի ներդրման համար։ Կողմերը լիահույս էին ծրագրի արդյունքների հարատևության և իրենց շարունակական համագործակցության համար՝ ուժեղացնելու ՀՀ բնակչության պաշտպանությունը և Հայաստանի դիմակայունությունը աղետներին։

One more month, and the EU-funded Twinning project "Enhancing Civil Protection in Armenia" will come to its end. Meanwhile, the project team and the beneficiary continue their collaborative work towards finalizing the Twinning results.
November 30th was the last Steering Committee of the project, where the Twinning management expressed their words of thankfulness to MES and the Rescue service for their valuable input to the project. Both sides were hopeful for the sustainability of the achieved results and their continued cooperation towards the enhancement of civil protection in Armenia and its resilience.

Resident Twinning Adviser Anastasia Ezerets had a briefing at the Embassy of Sweden in Yerevan, where she discussed the results of the Twinning project "Enhancing Civil Protection in Armenia"

October 20 was the final day of the Training of trainers for rescue volunteers and civil first responders. After 4 full days of training, the Twinning project team and colleagues from the Ministry of Emergency Situations were quite satisfied with the results and expressed their gratitude for the productive cooperation.

Gurgen Martirosyan, the Head of the Civil Protection and Disaster Risk Reduction Department of MES Rescue Service, thanked the Twinning project for the comprehensive assistance to the Ministry of Emergency Situations and his colleagues from MES for their active participation and input.

The Twinning Component 2 Leader Erik Egardt was very proud of the accomplished teamwork. He noted, “You learn from the interaction between people, now you are the ones who will deliver the message to the rescuers in Armenia, apply what you have learned and you will have fantastic civil first responders in Armenia”.

Anastasia Ezerets, the Twinning Resident Adviser, emphasized the importance of everyone’s engagement in the training, so that each participant gets their takeaways for personal and professional development. She noted, “The Twinning project is for making Armenia more resilient. I am always impressed by the courage and level of commitment of the Armenian Rescue Service and I hope that the teaching methods used in the training will be a real added value for the rescuers in their upcoming trainings”. Ms. Ezerets concluded her remarks by wishing good luck to trainers and safe service.

Another initiative by the Twinning project and the Ministry of Emergency Situations is successfully accomplished. As a result of the training, the participants acquired new methods and techniques to train civil first responders and rescue volunteers in Armenia.

Հոկտեմբերի 20-ը վերապատրաստողների համար դասընթացի ամփոփիչ օրն էր։ Թվինինգ ծրագրի թիմը և ՀՀ Արտակարգ իրավիճակների նախարարության գործընկերները բավական տպավորված էին ծրագրի արդյունքներով։

Բնակչության պաշտպանության և Աղետների ռիսկի նվազեցման վարչության պետ Գուրգեն Մարտիրոսյանը շնորհակալություն հայտնեց Թվինինգ ծրագրին նախարարությանը տրամադրած համապարփակ աջակցության համար և ԱԻՆ գործընկերներին իրենց ակտիվ մասնակցության և ծրագրում ունեցած ներդրման համար։

Ծրագրի 2-րդ բաղադրիչի ղեկավար Էրիկ Էգարդը հպարտ էր արդյունավետ թիմային աշխատանքով։ Նա նշեց, - «Դուք սովորում եք տարբեր մարդկանց հետ փոխառնչությունների արդյունքում։ Հիմա դուք այս գիտելիքնեը կարող եք փոխանցել մյուս հայ փրկարարներին, ինչի արդյունքում կկարողանաք ունենալ հիանալի քաղաքացիական առաջին արձագանքողների խումբ»:

Թվինինգ ծրագրի մշտական խորհրդատու Անաստասիա Էզերեցը կարևորեց մասնակիցների ներգրավվածությունը, քանի որ յուրաքանչյուրը կարող է իր անձնական և մասնագիտական զարգացման համար դասեր քաղել։ Նա նշեց, - «Թվինինգ ծրագիրը միտված է Հայաստանն ավելի ճկուն դարձնել։ Ես տպավորված եմ Հայ փրկարարների քաջությամբ և նվիրվածությամբ, հուսով եմ վերապատրաստման արդյունքում ստացած գիտելիքներն ու մեթոդները իսկապես օգտակար կլինեն փրկարարների հետագա վերապատրաստումների համար»։ Անաստասիա Էզերեցը հաջողություն և բարի ծառայություն մաղթեց վերապատրաստողներին։

Եվս մեկ նախաձեռնություն Թվինինգ ծրագրի և ՀՀ Արտակարգ իրավիճակների նախարարության կողմից հաջողությամբ պսակվեց։ Վերապատրաստման արդյունքում մասնակիցները ծանոթացան ուսուցման նոր մեթոդների, որոնցով կկարողանան վերապատրաստել քաղաքացիական առաջին արձագանքողներին և կամավոր փրկարարներին։

The EU Twinning project "Enhancing Civil Protection in Armenia" organizes a four-day training of trainers for the Rescue Service of the Ministry of Emergency Situations of Armenia in Lusakert educational center of MES.

The first day is an active preparation day for the team. The Twinning Component 2 Leader Erik Egardt and the participants discussed different scenarios to demonstrate during the practical part of the training. Meanwhile, the Resident Twinning Adviser Anastasia Ezerets welcomed the participants with much anticipation for successful training. She hopes that the training will serve the participants in the most effective way for their future activities.

The Training of Trainers aims to enhance the capabilities of rescuers to conduct their own trainings in different regions of Armenia for civil first responders and volunteer firefighters.

ԵՄ Թվինինգ ծրագիրը և ՀՀ Արտակարգ իրավիճակների նախարարությունը կազմակերպել են 4-օրյա դասընթաց ՀՀ ԱԻՆ փրկարար ծառայության վերապատրաստողների համար Լուսակերտում՝ ԱԻՆ ուսումնական կենտրոնում։

Առաջին օրն իրականացվում են ակտիվ նախապատրաստական աշխատանքներ։ Թվինինգ ծրագրի երկարաժամկետ փորձագետ Էրիկ Էգարդը և մասնակիցները քննարկեցին տարբեր սցենարներ, որոնք ցուցադրվելու են վերապատրաստման գործնական փուլի ընթացքում։ Թվինինգ ծրագրի մշտական խորհրդատու Անաստասիա Էզերեցը ողջունեց մասնակիցներին և նրանց դասընթացի հաջող ընթացք մաղթեց։ Հուսալիորեն դասընթացը լավագույնս կծառայի փրկարարներին իրենց մասնագիտական կատարելագործման համար։

Դասընթացը նպատակ ունի բարձրացնելու փրկարարների ունակությունները՝ ՀՀ մարզերում դասընթացներ անցկացնելու քաղաքացիական առաջին արձագանքողների և հրշեջ կամավորների համար։

On October 12 the EU Twinning project “Enhancing Civil Protection in Armenia” in cooperation with the Ministry of Emergency Situations held a seminar on Improved planning, coordination, and implementation of public awareness in Disaster Risk Reduction.
Public awareness is one of the sub-results of the EU Twinning project component 2. Within this sub-result, an Action Plan on public awareness has been developed by joint efforts of the EU twinning expert from Sweden Ann-Charlotte Carlqvist together with the working group of the Ministry of Emergency Situations of RA. This is a result of lengthy and hard work. In addition to the Action Plan, a pilot survey on public awareness was conducted in two locations: Ashotsk and Khachik. The aim of the survey was to test the survey format for understanding the level of population awareness of disaster risks, which, afterwards, the Ministry of Emergency Situations could base its further public awareness activities on. There are many lessons learned from the pilot survey.

Another achievement within the sub-result is the brochure “If Crisis comes”, a good example from Sweden, which has been adapted to Armenian reality and translated as public awareness material for the use of the population of Armenia.

Within the 2-year cooperation with the Ministry of Emergency Situations, the Twinning project realized a variety of working discussions on public awareness, conducted trainings for employees of MES to support the public awareness sphere, understand the gaps and initiate short-term, medium-term, and long-term activities.

Հոկտեմբերի 12-ին «Բնակչության պաշտպանության ուժեղացումը Հայաստանում» Եմ Թվինինգ ծրագիրը ՀՀ Արտակարգ իրավիճակների նախարարության հետ համագործակցությամբ անցկացրեցին սեմինար՝ նվիրված Աղետների ռիսկի նվազեցման (DRR) վերաբերյալ հասարակության իրազեկման բարելավված պլանավորմանը, համակարգմանը և իրականացմանը։

Հանրային իրազեկումը ԵՄ Թվինինգ ծրագրի 2-րդ բաղադրիչի ենթարադյունքներից է, որի շրջանակներում մշակվել է Գործողությունների ծրագիր ԵՄ Թվինինգի փորձագետ Անն-Շարլոտ Կարլքվիստի և ՀՀ ԱԻՆ աշխատանքային խմբի համատեղ ջանքերով։ Սա հարատև և ժրաջան աշխատանքի արդյունք է։ Բացի Գործողությունների ծրագրից՝ հանրային իրազեկման վերաբերյալ պիլոտային հարցում է իրականացվել Աշոցք և Խաչիկ գյուղերում։ Հարցման նպատակն էր հասկանալ հանրային իրազեկման մակարդակը աղետների ռիսկերի վերաբերյալ։ Այս արդյունքները, այնուհետ ՀՀ Արտակարգ իրավիճակների նախարարությունը կկարողանա օգտագործել իր հետագա հանրային իրազեկմանն ուղղված գործողություններում։ Հարցումից շատ դասեր են քաղվել։

Ենթաարդյունքի շրջանում նաև կազմվել է «Երբ Արտակարգ Իրավիճակ է» գրքույկի հայերեն տարբերակը, որը Շվեդիայի փորձի հիման վրա ադապտացվել է հայկական իրականությանը և կօգտագործվի որպես հանրային իրազեկման նյութ։
Թվինինգ ծրագիրը, ՀՀ Արտակարգ իրավիճակների նախարարության հետ իր երկամյա համագործակցության ընթացքում, բազմաթիվ աշխատանքային քննարկումներ է ունեցել և ԱԻՆ-ի աշխատողների համար վերապատրաստումներ իրականացրել՝ աջակցելու հանրային իրազեկման ոլորտին, հասկանալու ոլորտային բացերը և մշակելու կարճաժամկետ, միջնաժամկետ և երկարաժամկետ գործողություններ։

On October 6 a workshop on Strengthening Disaster Risk Management and Population Protection within the EU-funded Twinning project “Enhancing civil protection in Armenia” took place at the Ministry of Emergency Situations of Armenia. Different stakeholders from the Government of RA and the National Assembly participated in the workshop. It aimed to raise awareness of the stakeholders on the progress achieved in relation to the draft Law on Disaster Risk Management and Population Protection of the Republic of Armenia and discuss further development of the sub-laws deriving from this Law.
Tigran Petrosyan, deputy director of Rescue Service, welcomed all the participants and thanked them for their interest in the workshop. He highlighted the importance of the draft law, which will serve the Republic of Armenia for many years.
Anastasia Ezerets, Resident Twinning Adviser, greeted the participants expressing her gratitude and pride for the effective cooperation of the Ministry of Emergency Situations and the Twinning project. “To make a country disaster resilient is a big mission, especially nowadays when this concept is more actual than never before”- she said. Ms. Ezerets highlighted the importance of having a holistic approach to civil protection, where a firm law and supporting sub-laws are one of the most important factors.
Tatjana Milkamanovic, the EU-Twinning long-term expert who worked on developing the draft law, highlighted the importance of cooperation of all the stakeholders involved. She presented the activities conducted under project component 1 and achievements during the two-year hard work.
Hovhannes Hovhannisyan, Head of the Emergency Situations Planning Division of the Civil Protection and Disaster Risk Reduction Department of Rescue Service, mentioned the gaps in the legislation on disaster risk management and population protection and spoke of how the new law could fill in those gaps.

The meeting was summed up by a constructive dialogue between the participants. Once adopted, the darft Law will, hopefully, bring more positive changes, support the establishment of a more comprehensive Disaster Risk Management legislative system and find new approaches to crisis management , achievement of sustainable development goals, alignment with the European Civil Protection Mechanism, and other international standards.

Հոկտեմբերի 6-ին, ԵՄ ֆինանսավորմամբ իրականացվող

On September 26th, the 6th Steering Committee of the EU Twinning project “Enhancing civil protection in Armenia” took place. The committee was chaired by the MSB project leader in Sweden Hannah Norell and beneficiary country project leader Tigran Petrosyan. Representative of the EU Delegation in Armenia, David Avakian, as well as the representative of the RA Deputy Prime Minister’s Office Astghik Hairapetyan, participated in the Steering Committee.

The twinning team under the supervision of the Resident Twinning Advisor Anastasia Ezerets, had the aim to confirm the 6th Rolling Work plan and interim quarterly report of the EU Twinning project.

Hannah Norell expressed her appreciation for cooperation with the Ministry of Emergency Situations of RA, its contribution to the project, and its commitment to achieving the expected results. Following up, Tigran Petrosyan highlighted the advancement of the project, its multiple directions, and the current state of affairs with all the planned activities for the coming months.

It was with much pride that the team discussed innovations brought up by the project, namely, the concept of civil first responders, and the developed curriculum for them.
Anastasia Ezerets presented the overall implementation progress of the project and noted that the hard work done has definitely an imprint on other projects that the Ministry has ongoing. “We see your dedication we keep ours”- she noted.

Afterwards, each component leader presented their achievements and plans in the scope of enhanced civil protection legal and policy framework, improved effectiveness and efficiency of the comprehensive Civil Protection system, and Improved capacity to ensure effective human resource management and development.

The 6th Steering Committee was summed up with positive anticipation by the participants to continue their co-operation for the smooth project implementation and finalization of its upcoming results.

Սեպտեմբերի 26-ին կայացավ «Բնակչության պաշտպանության ուժեղացումը Հայաստանում» Թվինինգ ծրագրի 6-րդ ղեկավար հանձնաժողովը։ Հանձնաժողովը վարում էին Շվեդիայի Արտակարգ Իրավիճակների Գործակալության Շվեդիայում ծրագրի ղեկավար Հաննա Նորելը և շահառու երկրի ծրագրի ղեկավար Տիգրան Պետրոսյանը։ Եվրոպական Միության Հայաստանյան պատվիրակության ներկայացուցիչ Դավիթ Ավագյանը և ՀՀ փոխվարչապետի գրասենյակի ներկայացուցիչ Աստղիկ Հայրապետյանը նույնպես ներկա էին ժողովին։

Թվինինգ թիմը ծրագրի մշտական խորհրդատու Անաստասիա Էզերեցի ղեկավարության ներքո նպատակ ուներ հաստատելու ծրագրի 6-րդ ընթացիկ աշխատանքային պլանը և միջանկյալ եռամսյակային զեկույցը։

Հաննա Նորելը իր երախտագիտությունը հայտնեց ՀՀ Արտակարգ իրավիճակների նախարարությանը համագործակցության և ծրագրում ունեցած մեծ ներդրումի համար։ Տիգրան Պետրոսյանը ընդգծեց ծրագրի հաջողությունները, դրա բազմաոլորտային ուղղվածությունը և պլանավորված գործողությունները։

Թիմը մեծ հպարտությամբ քնարկեց ծրագրի նորարարությունները․ այն է քաղաքացիական առաջին արձագանքողներ հայեցակարգը և վերջիններիս համար մշակված ուսումնական պլանը։

Անաստասիա Էզերեցը ներկայացրեց ծրագրի ընդհանուր առաջընթացը։ Նա նշեց, որ կատարված աշխատանքը կարող է մեծապես ազդել նաև նախարարության այլ ընթացիկ ծրագրերի իրականացման վրա։ «Մենք տեսնում ենք ձեր նվիրումը ծրագրին, որը ոգեշնչում է մեզ և մեր աշխատանքը»։
Այնուհետ, ծրագրի յուրաքանչյուր բաղադրիչի ղեկավար ներկայացրեց իր բաղադրիչի շրջանում գրանցած ձեռքբերումները և առաջիկա պլանները։

Որպես ամփոփում՝ ծրագրի 6-րդ ղեկավար համաժողովի մասնակիցները արտահայտեցին իրենց շարունակական պատրաստակամությունը համագործակցելու ծրագրի շրջանակներում և հաջողությամբ ամփոփելու ծրագրի արդյունքները։

Happy Independence Day to Armenia! 🇦🇲

On September 14th, the Twinning expert Peter Ekstrand, leader of the 3rd component of the project, which aims to support capacity building of Rescue Service for effective human resource management, conducted a workshop at the Ministry of Emergency Situations of RA. Mr Ekstrand presented the Concept Paper which entailed the purpose and goals of the 3rd component of the Twinning project, some international good practices, and recommendations for further improvement of the HR Management system at the Rescue Service.

Mr Ekstrand identified aspects to be further improved and developed. He suggested methods of personnel assessment, ways to harmonize psychological assessment with competency framework, capacity building of the recruiters, and creation of a diverse pool of candidates.

The Twinning suggestions have been met with positive feedback from the HR department, as well as representatives of other departments of MES.

As a conclusion, the Resident Twinning Adviser, Anastasia Ezerets thanked all the participants for their active involvement and willingness to improve the HR system

Սեպտեմբերի 14-ին, Թվինինգ ծրագրի փորձագետ Պիտեր Էքստրանդը՝ ծրագրի 3-րդ բաղադրիչի, որի նպատակն է աջակցել Փրկարար ծառայության կարողությունների զարգացմանը մարդկային ռեսուրսների արդյունավետ կառավարման ոլորտում, ղեկավարը վարում էր սեմինար Արտակարգ իրավիճակների նախարարությունում։ Պարոն Էքստրանդը ներկայացրեց Հայեցակարգային փաստաթուղթը, որում ամփոփված են ծրագրի 3-րդ բաղադրիչի նպատակները, ներկայացրեց միջազգային լավագույն փորձի օրինակներ և առաջարկություններ՝ բարելավելու Փրկարար ծառայության մարդկային ռեսուրսների կառավարման համակարգը։

Պարոն Էքստրանդը ընդգծեց ոլորտները, որոնք բարելավման և զարգացման կարիք ունեն։ Նա առաջարկեց անձնակազմի գնահատման մեթոդներ, ինչպես ներդաշնակել և ամփոփել հոգեբանական գնահատումը ունակությունների շրջանակի հետ, ինչպես վերապատրաստել աշխատանքի ընդունող մասնագետներին և ունենալ թեկնածուների բազմազանություն։
