Budget Must Motivate Teachers!

Zimbabwe Teachers' Association (ZIMTA) Chief Executive Officer, Dr Sifiso Ndlovu says the upcoming 2022 national budget must address the improvement in the working conditions of teachers through addressing salaries, benefits and living conditions.

The 2022 National Budget will be presented on 25 November 2021 at the Parliament Building.
"On the issue of the Pay we are looking forward to a Real Salary Rise not the norminal rise that we have seen in the past which is inflation related. We want a rise that changes and transforms the lives of educators, it must transform the education system, we are talking of a transformative education supported by this budget and meaning that it must transform the lives of learners, teachers and communities."

During the interview Dr Ndlovu empasised the need to invest more in the education sector.
"The budget announcement must provide for the gaps that we saw in 2020 and even backward to 2019 as Covid-19 came in and introduced a new factor of online education or virtual education. There is a need for us to invest in that area by ensuring that learners have got online services such as internet infrastructure as we missed big time in 2019 and in 2020," he said.

The 2022 National budget announcement is expected to bring some positives for teachers.

Budget Expectations

Teachers have called on the Minister of Finance and Economic Development, Professor Mthuli Ncube to make sure that the 2022 national budget to be presented on 25 November 2021 puts aside money for salaries in USD for January 2022.

Educators have said previous budgets have ignored their plight.
Speaking during a telephone interview Netsai Gure a teacher at a local school in Gweru said the budget must cater for the educators' continuous concerns."The first thing that needs to be addressed is the restoration of the 2018 salary to USD540 for a Grade D level teacher. The teachers' working conditions and allowances is also something that needs to be looked at in this budget.

"With the new curriculum we are overloaded with work that is not even equal to the salaries that we are paid, we want budget to put aside USD salaries for teachers in 2022," she said.

Lovejoy Mapatsa a teacher in Harare said the budget must address the issue of currency that is being used in Zimbabwe"we should move away from RTGS to USD because RTGS has been going down losing its value so the only way for teachers to have a decent life is only if their salaries are in USD. It's a good move that they gave us bonuses in USD they should maintain the USD currency."

Mr. Charles Hodzi who is also a teacher said the education sector must be given adequate funding to cater for the different educational aspects and Continuous Assessment Learning Activity (CALA)."As a country we saw that we lag behind in terms of online learning especially those in marginalised areas. There are lots of schools that do not have proper infrastructure which is an issue that needs to be looked at, he said.

Conditions of service and salaries for civil servants became topical at the ZIMTA Ehlekweni meeting held on 6 November 2021 in Matobo which resulted in the issuing of a ZIMTA Ehlekweni Vocational lnstitute (ZEVI) Matobo-Declaration of 6 November 2021 where Teachers declared that it will be USD Bonuses or nothing for them.

The Rebuild Zimbabwe Party (RZP) Statement on the 2023 Harmonised Elections

The Rebuild Zimbabwe Party is calling for the suspension of the 2023 Harmonised Elections. In place of elections, we are calling national DIALOGUE while the nation is governed under a Government of National Unity.

We cite the following reasons as justification for our call to have the 2023 Presidential and General Elections suspended;

1) ZANU PF and the MDCAlliance led by Honorable Advocate Nelson Chamisa, being the two major political players dominating Zimbabwean politics, have failed to agree to work together for the common good of our Nation. Their failure to work together is hindering the progress of the Nation. As a result, Zimbabwe suffers from all manner of stagnation and political polarisation. Only DIALOGUE can break this impasse.

2) It is more than likely that the 2023 Harmonised Elections will be disputed again. Noted below are points justification the possibility of this claim,

i) Judging by current political engagements between Zanu PF and the MDC ALLIANCE led by Advocate Nelson Chamisa, we see the possibility of election violence come 2023, the consequences of which may result in a further hurt and divided Zimbabwe.

ii) The relationship that exists between Zanu PF and the MDC Alliance led by Advocate Chamisa is irretrievably and irreparably damaged. There is no hope of reconciliation between these two political giants.

iii) ZANU PF and the MDC ALLIANCE led by Advocate Chamisa have been holding Zimbabwe hostage since 2018 to date. Their failure to agree on or their failure to reach compromises on issues to do with
a)Sanctions/ZIDERA
b)Corruption
c) Legitimacy
d) the nature of political Dialogue that needs to take place in Zimbabwe
e) the settling of the Land Question in light of property rights laws
f)the enforcement and maintenance of Law and Order
g) national governance
h) allegations of the capture of the Judiciary, the Police and the Military by Zanu PF
i) human rights
j) patriotism and national duty
k) acceptance of Court Rulings/Decisions among many others, are solid indicators of how terrible the idea of having an election in 2023 is. Their unresolved differences in the above matters are now a serous threat to the security of our Nation. We further see that this unhealthy relationship between the two is posing the biggest threat to our right of self-determination and Sovereignty, hence the reason we strongly recommend that the 2023 elections be suspended in order to allow the nation to dialogue around these issues. Only DIALOGUE can help resolve differences revolving around these issues.

3) The MDC ALLIANCE led by Advocate Chamisa has been calling that REFORMS be done before the 2023 Harmonised Elections. On the other hand, ZANU PF says they will not reform themselves out of power. These divergent positions are truly worrisome. More worrying is that there are no signs of compromise on the issue of REFORMS between these two political giants. ONLY DIALOGUE can defuse the differences they have in this area.

4) Lastly, we need to establish a level political playing field in Zimbabwe. The current political field is tilted in favor of ZANU PF and the MDC in all its formations. It is so the case because they are all well funded. They both receive domestic and foreign funding while those of us who are new entrants into this political realm remain unfunded and unresourced. These two political giants have created a Two Party State system over Zimbabwe, the consequences of which are seen in the dysfunctions we are all experiencing in Zimbabwe. The Rebuild Zimbabwe Party recommends that Zimbabwe transitions from this dysfunctional Two Party State system to a Multiparty Democratic system hence our request that new political parties be funded also.

The above four (4) points are our justifications for the call of suspending the 2023 Harmonised Elections.

We suggest the following as the way forward

As a Nation, together, we have suffered for far too long a time in spite of all the elections we have had over the years. Moreover, most of our hurt as a nation arise during elections time. For the most part, elections in our Nation have become formalities of keeping certain people in power while the masses suffer. Elections in Zimbabwe are perpetuating our division, our pain, our hurt, our animosity and hostility toward each other.

1) Our political party (RPZ) has determined that only DIALOGUE, such as the one being done under the banner of the POLITICAL ACTORS DIALOGUE (POLAD), is the only way forward for the nation to overcome its multifaceted challenges.

As Zimbabweans,

a) we need to find each other first,
b) we need to close the chasm that divides,
c) we need to build relational bridges in order to mend our national brokenness,
d) we need to heal,
e) we need to do the work of bringing harmony among us,
f) we need to defuse the sources of our differences,
g)we need to found and agree on principles by which we must, as a people regardless of political affiliations, be guided by, in all matters to do with the protection and preservation of our right of self-determination, Sovereignty, and National Interest.

The Rebuild Zimbabwe Party understands that at the core of our political disputations are these issues, issues to do with the right of self-determination, issues to do with preserving and protecting our Sovereignty and National Interest. And only through Dialogue will these issues dealt with, clarified, and collectively understood. Without dialogue, Zimbabwe's nationhood stands threatened.

2) Citing the above reasons, our political party is hereby calling for the suspension of the 2023 Presidential and General Elections. In place of having a government by elections, we are advocating for the formation of a government of national unity so as to allow dialogue to effectively deal with our differences. The Rebuild Zimbabwe Party agrees with the recent calls by the Zimbabwe Heads of Christian Denominations (ZHOCD) for the Nation to adopt its proposal of a Seven Year Political Sabbath. The purpose of their proposal seeks to give the nation a season of resolving our differences through Dialogue. Our Party agrees in full with all their recommendations which are stating that the Nation needs time to heal and that dialogue is the ONLY process by which that healing can be achieved. As a party, we are convinced that without national healing and a new political orientation in Zimbabwe, Zimbabwe's future lies in ruins.

3) The Rebuild Zimbabwe Party recommends that our National Constitution be amended accordingly so as to pave the way for the formation of a Government of National Unity.
