Applications for the 2021-2022 round are now open

The CIPHER Grant Programme directly supports the development of early-stage investigators, awarding up to US$150,000 for up to two years to address research gaps in paediatric and adolescent HIV in resource-limited settings. This is a unique “stepping up” opportunity, designed to give investigators the experience they need to compete for larger funding. The grants are resulting in personal and career development, capacity building on the ground, and research that informs policies and programmes.

Since 2013, CIPHER Grantees have been addressing key clinical and operational research gaps in paediatric and adolescent HIV. They are doing this where it is needed the most, in low- and middle-income countries (LMICs); in fact, recognizing the importance of building research capacity, CIPHER awards approximately 80% of funds to applicants from LMICs. The intention is to attract early-stage investigators – from inside and outside the field of HIV research – to address critical research questions while providing a unique opportunity for professional development.

CIPHER has partnered with the World Health Organization to develop global research agendas on HIV testing, treatment and service delivery for paediatric and adolescent populations. CIPHER implements these global research priorities through its grant and fellowship programmes.

In 2021, the COVID-19 pandemic has represented an unprecedented challenge for health systems: in the first quarter, 94% of countries reported disruptions of essential health services. Access to HIV prevention was reduced and there were decreases in testing and treatment initiation. The resilience and innovations of the HIV response have also been demonstrated. In particular, community-led services reached affected communities with essential services in the most challenging settings. There is now an opportunity to adapt and enhance the approaches from the COVID-19 response to paediatric and adolescent HIV. This recognizes the need to develop innovative strategies reflecting on the lessons learned from the COVID-19 pandemic. CIPHER aims to support research projects that could inform HIV policies and programmes, thus accelerating the HIV response in grantees’ countries.

CIPHER is pleased to accept applications in both English and French. To encourage more applications from young investigators in West and Central Africa, a least one grant will be awarded to francophone applicants for projects in West and Central Africa.

The CIPHER Grant Programme is made possible with the generous support of Founding Sponsor ViiV Healthcare. Its content is guided by experts in paediatric and adolescent HIV convened by the International AIDS Society.

The SADC Secretariat is conducting a regional scoping study of the antiretroviral (ARV) value chain. The aim of the study is to identify innovations and technology transfer activity, opportunities, needs and gaps in this value chain. This will facilitate a strategic understanding of the current landscape to enable evidence-based interventions along the ARV value chain and thus advance the SADC Industrialisation Strategy and Roadmap (SISR) and Action Plan. A major focus will be in gathering evidence to inform the crafting of a financial support package / grant which should have a measurable and clear impact on the development of the VC.

The France - South Africa Scholarship Programme is directed to South African students who intend to study in universities or higher education institutions in France for their Master’s degree or PhD.

The programme is also open to students from Lesotho.

The current call for applications is open for students who intend to start their studies in France in September 2022. Applicants will be contacted individually as needed. The list of the laureates and the waiting list will be announced according to the indicated timeline. Follow-up requests by applicants will not be answered.

Due to the differences between the Southern and Northern hemisphere calendars, laureates will follow a specific programme in South Africa from January to July 2022. This track will include online French courses organized by the network of the Alliances Françaises. It may also include an internship in French Companies based in South Africa, depending on the opportunities and the profile of each laureate.

This call for applications is open to all fields of studies.

Applicants are invited to read carefully the rulebook for the France - South Africa Scholarship Programme and the frequently asked questions. DIES University Leadership and Management Training Programme UNILEAD

The German Academic Exchange Service (DAAD) and the Center for Lifelong Learning (C3L) at the University of Oldenburg (Germany) are jointly organising the DIES University Leadership and Management Training Programme UNILEAD in Oldenburg, enabling young managers at higher education institutions in developing countries to successfully tackle every-day challenges. In order to do so, the programme brings together the topics Project Management, Strategic Management & Academic Leadership and Human Resource Management with individual and practice-oriented change projects on behalf of each participant.

Developed in 2008, UNILEAD is part of the DIES programme (Dialogue on Innovative Higher Education Strategies), which has been jointly coordinated by the DAAD and German Rectors’ Conference (HRK) since 2001 and is funded by the Federal Ministry for Economic Cooperation and Development (BMZ). Participants in the UNILEAD programme participate in online and contact phases, with the first online phase taking place from January – February 2022, and the first contact phase in Oldenburg, Germany taking place in March.

Partcipant’s Profile

UNILEAD targets higher education managers from developing and emerging countries. The two key criteria are:

Applicants have been holding a university management position with managerial and personnel responsibilities no longer than 4 years in one of the following fields:

Managers of central university departments (Planning, Quality Management, Human Resources, Continuing Education; excluding academic units such as Deans, Vice Deans, Head of Department)
Task force managers for university reform projects
Managers of staff development units or programmes
Active and excellent English language skills (speaking and writing) are indispensable. Telephonic interviews will be organised with short-listed candidates to guarantee the requested proficiency.

Further criteria are:

Applicants are university leaders preferably between 30 and 40 years

Applicants hold at least a Master’s degree
The provision of international experience will be an asset

Funding

During the contact phases the participants will be guests of the University of Oldenburg. The following expenses will be covered:

Course costs for participation in UNILEAD
Travel costs: Flights to and from Germany (Economy class) and ground travel to and from Oldenburg (2. Class train). We kindly ask the participants to make their own travel arrangements – they will then be reimbursed in cash upon arrival in Oldenburg.
Accommodation (including breakfast) and some joint meals at the two contact phases in Germany.
Emergency health insurance during the contact phases.


Expected co-funding: Participants’ home institutions are expected to contribute to the course costs by paying a one-time fee of 300,00 €.
