By now we have a good idea of what COVID-19 is and how it affects our businesses and people. What is still not clear are all the latent consequences.
The purpose of this mail is to introduce you to a series of conversations on people (HR) issues related to COVID-19 and to provide some useful insights. The most important task of business leaders is to execute the business strategy and that happens through people. It is thus important to take the best possible people decisions – especially now.
The first conversation between Dr Dennis Farrell - MD of Alfa & Omega NBS and I (Murray Burger) is to provide an overview of the people (HR) model covering the people value chain or life cycle, how some of the components are affected by COVID-19 and adaptations required going forward. For instance, people (HR) policies might require the inclusion of policies regulating working from home, or there might be a need to downsize and therefore a best practice retrenchment process is necessary.

As at 00h01 on 05 April 2020, the Western Cape had recorded 464 Covid-19 infections.
As we all strive to stop the spread of the Coronavirus by staying at home and abiding by the lock-down, let’s have in our minds the lives we will each save if we all work together. We are staying home for ourselves, our family and friends, our children, our grandmas and grandpas, for the healthcare workers who are facing this virus head on and need our help to flatten the curve, and for our fellow men
and women across South Africa.

Relief being offered to the Small Business Sector (“SME” or “SMME”)
following the COVID-19 outbreak and resultant lockdown
Note to the George Business Sector
Businesses have been adversely affected since the commencement of the 21-day lockdown period on 27 March 2020.
Various initiatives have been announced by Government, the banking and private sectors to offer relief to particularly small businesses who have had to shut down operations during this period. Most of the assistance from banks comes in the form of three-month debt holidays on loans ranging from mortgages to credit card balances. Some consumers will automatically receive these payment holidays, while others need to apply to their banks. Some institutions will make no-repayment facilities available for a twelve-month period.
George Municipality will not charge any interest on service accounts for April 2020. The municipality has unblocked all electrical meters from 24 March to allow for the purchase of pre-paid electricity for all consumers.
Within George there is an acute awareness and concern about the hardship that awaits the business sector over the April-May period as various businesses re-open on 17 April (the projected end of the lockdown period). Businesses are encouraged to critically evaluate the monthly fixed overheads that are being incurred from mid-March until the resumption of more normal trading periods. This should form part of the business survival plan being prepared by each business.
There is also recognition that the various sectors will experience differing cash flow cycles as shown in the following examples:
• coffee shops (and other service-related suppliers);
• guest houses (recovery of tourism could take somewhat longer); and
• manufacturing and retail sectors (supply lines to procure inventory or materials; securing new orders could prolong the recovery period).
When applications are made for assistance these considerations should be included in the plan. It is likely that the relief being offered at present will be adapted as the needs for various sectors become more apparent over time.
The support and relief programs are being finalised and updated almost daily and it would be worthwhile to follow the media in this regard. The following (other than the banks) are some of the channels available:
The DSBD (Department of Small Business Development) will provide relief to businesses in several categories. Call the DSBD on its 0860 663 7867 hotline or email [email protected] to establish qualification criteria. Apply at
The DTI (Department of Trade and Industry) is set to provide relief for large businesses as well as small. Keep an eye on the DTI’s website for developments.
The Solidarity Fund has been set up with R150 million from the government to, amongst other things, assist and support those affected.
Employer and employee relief: Access the “Easy Guide for employers on COVID19” on the internet and read up on the “Temporary Employer/Employee Relief Scheme” and UIF benefits from a special R30bn National Disaster Benefit Fund. Also note that employees who fall victim to the virus will be paid through the Compensation Fund.
Other funds and relief measures: The Rupert (through Business Partners Limited) and Oppenheimer families have pledged R1 billion each to help struggling small businesses and employees – the details are being finalised.
