AFGE Local 252 has submitted formal comments opposing the Office of Personnel Management's proposed rule requiring federal employees to sign nondisclosure agreements about their work.

In a statement released today, Local 252 President Rachel Gittleman warned that the proposal could have a chilling effect on employees reporting waste, fraud, and abuse, despite longstanding confidentiality requirements already governing federal employees. She also expressed concern that the rule could discourage employees from speaking out about unlawful or harmful government actions.

Each year on June 19, we recognize Juneteenth, commemorating the day in 1865 when enslaved people in Galveston, Texas finally learned they had been freed, more than two years after the Emancipation Proclamation was issued.

Juneteenth is a time to honor the resilience, courage, and determination of those who endured slavery and those who continued the struggle for freedom, equality, and equity long after emancipation. It is also an opportunity to reflect on the work that remains before us and the role each of us can play in building workplaces, communities, and a country that is more just, inclusive, and equitable.

Juneteenth reminds us that progress requires more than promises. It requires the ongoing work of turning those promises into reality and safeguarding them for future generations.

AFGE Local 252 President Rachel Gittleman is speaking out as the Trump Administration continues its efforts to dismantle the U.S. Department of Education.

In national news coverage today, Rachel warned that shifting oversight of special education and civil rights enforcement away from the Department of Education will create confusion for students, families, and educators while weakening critical protections.

"Our members have spent years ensuring students receive the services, support, and civil rights protections they are entitled to under federal law. Dismantling the Department piece by piece does not make those responsibilities disappear—it only makes it harder for students and families to get the help they need."
