Not exempt maintenance because it's a major project. If you go up the ways a bit you could attach the the rest of the project...perhaps join in on their AOT and other permitting.
Oh...you cant do that because of the unavoidable adverse effects of the illegal upgrades and degradation to impaired, prime wetpands/ORW
Yes, I know NHDES is ok with it because Eversource has regulatory capture...and that's giving them the benefit of the doubt.
