Dear Mr. Cheray:

Thank you for contacting me about communications policy. I appreciate your taking the time to write me about this very important topic.

First, I understand the importance of a free and open Internet and believe that all Americans should have access to the legal content of their choice online. I have also been a consistent and vocal supporter of programs at the Federal Communications Commission (FCC) and the U.S. Department of Agriculture (USDA) responsible for building out broadband further into rural communities and closing the digital divide.

In May of this year, the FCC voted to begin the process of rolling back heavy-handed Internet regulations first applied to the Internet in 2015 when, under pressure from the Obama White House, the agency voted along party lines to apply 1930s telephone regulations to thousands of small and large companies that provide Internet service. This was a stark change of course from the light-touch regulatory structure first established by the Clinton administration in 1996 that was responsible for the tremendous communications revolution that followed.

Since 1996, that light-touch regulatory approach resulted in an estimated $1.5 trillion dollars being invested in this nation’s broadband infrastructure. In that same period of time, the United States became the world’s leader in technology and home to some of the largest companies in the Internet ecosystem such as Apple, Amazon, Facebook and Google. Companies like Netflix, Uber and Airbnb grew from small startups to billion dollar businesses that have disrupted well-established industries resulting in more choices for consumers.

To ensure that our nation remains a leader in the internet space, I encourage the FCC to adopt rules that more closely resemble the regulatory framework that first sparked a technology revolution in this country, rather than outdated regulations that hamper innovation and slow investment in critical Internet infrastructure that we have come to rely on in our everyday lives.
