Topeka’s Governing Body recently passed an ordinance making it illegal for a person to possess, accept, process, store, hold, keep, receive, reuse, or collect cut catalytic converters. The ordinance goes into effect on Monday, January 16, 2023.
Thefts of catalytic converters have steadily increased in Topeka and many other cities over the last five years. Topeka saw an additional spike of 24 thefts in the last two weeks of 2022.
There are a few exceptions to the ordinance. A person may possess a cut catalytic converter with:
-Proof of ownership of vehicle from which the part was removed
-Bill of sale for vehicle or part and contact information for seller
-Proof of work or service order requiring removal of the part
-Letter from TPD allowing possession of the part
-Recyclers and precious metal dealers are exempt and regulated pursuant to state statute
