Their service and sacrifice will never be forgotten.

In continuing our team introductions, today we are introducing Jeffrey Bobrow, SATTL Technical Director.

Jeff has over 36 years of experience in the federal sector as an effective bridge between project objectives and needs and technical development of solutions. Jeffrey had a long civilian career with the U.S. Navy, including nearly two decades as Director for C4I and Space, Director of Expeditionary Warfare, and the Technical Director at Commander, Operational Test and Evaluation Force, where he oversaw operational testing and systems engineering for complex naval and joint systems. Jeff has also served roles as Chief Engineer for several Major Defense Acquisition Programs for the US Navy.

In addition to his SATTL role, Bobrow serves as an instructor at The Johns Hopkins University, bringing his operational test and acquisition experience into graduate education in systems engineering. He holds a bachelor’s degree in electrical and electronics engineering from Old Dominion University and a master’s degree in systems engineering from the Johns Hopkins Whiting School of Engineering.

As the Technical Director for SATTL, Jeffrey leads efforts to research, develop, and evaluate advanced spectrum technologies in support of government and defense missions. He is excited about his role at SATTL and achieving great strides in spectrum technologies.

As a new lab, we are creating an innovative environment dedicated to researching, developing, evaluating, validating, and implementing cutting-edge training technologies to support spectrum modernization. That takes a true leader to accomplish our mission and goals. We'd like to introduce the Director of SATTL, Dr. Barry Ezell, who has extensive experience in decision and risk analysis, as well as strategy development, multi-objective portfolio decision analysis, and modeling and simulation.

Dr. Ezell has led projects for multiple governmental agencies, to include National Bio-surveillance Integration Center, Cybersecurity and Infrastructure Security Agency, National Institute of Standards & Technology, Sandia National Labs, National Nuclear Security Administration, and portfolio resource allocation for the Virginia Homeland Security, Emergency Management, and Mitigation Grant Programs. In addition to his research and advisory roles, Dr. Ezell brings a wealth of military experience from his distinguished career in the U.S. Army. A combat veteran, he has served in pivotal leadership positions—including Commanding Officer, Staff Officer, and Operations Research Systems Analyst—during assignments in South Korea, Saudi Arabia, Iraq, and the Republic of Georgia. Dr. Ezell’s broad expertise and leadership have consistently delivered innovative solutions to complex challenges in both civilian and military settings.
