This is what happens when a gas control valve goes bad and heats the hot water to the point of melting cpvc pipe. Heres a side by side comparison of two 3/4" cpvc 90's. The easiest way to check for a potential leak is to stay at the valve when you turn it on, if the outdoor hosebib is off, you should only hear water running through the pipe/valve briefly, if it continues, you have a leak somewhere in the wall or ceiling.
