I think this is a chain reaction of events that is unfortunately common in the security world.

I think it's a training issue, a hiring/screening issue, contract bidding issue, and a client education issue. Most times a contract goes to the lowest bidder which can end up with guards like this. Low contract bid = smaller margins = little to no training budget = guard pay barely above minimum wage = low quality applicants = article example!
