Update as of 9:10 AM, Jan. 26th:
The precipitation moved out of our area yesterday afternoon and temperatures did get very cold last night; however, there were no significant impacts to our operations. It is expected to get above freezing today, although it will be very cold again tonight and the forecast shows temperatures dropping below freezing at night through the weekend. There is no additional precipitation in the forecast.
Non-essential City operations are closed today and as stated yesterday evening, trash service has also been postponed shifting the schedule one day this week. Both the closure and the trash service announcement were posted on social media and added to our electronic message boards. As of right now, we are planning to be open for normal operations on Tuesday.
Here are a few updates provided this morning:
Public Works – Roads look really good overall, and ice is melting. Crews will be out today cleaning up the chat rock that was laid down to improve traction. Cape Road was closed this past weekend due to ice, and we are expecting to re-open it at 10:00 AM this morning.
Utilities – Both Electric and Water/Wastewater reported no significant issues.
Police and Fire – No significant issues. They did work a couple of accidents last night but nothing major.
Neighborhood Enhancement – Have not received any calls for debris removal but have received a few calls for service, due to trash service being postponed a day.
Shelter Operations – Here are the shelter numbers for last night: Southside had a total of 21 individuals with 2 families in hotels, and the VFW had 3 individuals so both facilities had capacity. The Home Center also rented 10 hotel rooms for a total of 13 people. The VFW was already planning to close today as a shelter, and they will follow through with that due to the low number of individuals they have had. Southside will continue to remain open at least through Tuesday.

RE: WINTER WEATHER as of 3:39 pm, 1/24
There was not any change in the forecast from the 2:00 PM weather call. The City of San Marcos is now under an Ice Storm Warning until noon on Sunday. The forecast is still calling for 0.25 inch of accumulation of ice, with some areas receiving up to 0.5 inch. Even a 0.25 inch of ice can cause significant issues with power lines as that amount can start tripping breakers, increase the weight of the lines increasing tension, and can even bring down poles. Our crews are on standby to address any potential outages as they arise.
There were a couple of operational concerns brought up:
Early Closures – The Animal Shelter closed to the public at 3:00 PM this afternoon and will be closed tomorrow. The Library and Activity Center are also closing at 3:30 PM today.
Calls about Animal Welfare – The Dispatch Center is receiving a lot of animal welfare calls from residents concerned about pets being left outside. With the low call volume, Police is still able to respond to check to see if the pet has a shelter and is untethered, which are both requirements under State law. They are okay legally if there is a doghouse or shelter of some type. If the call volume picks up for more urgent matters, we will not be able to respond as quickly to these calls, so the Animal Shelter is going to prepare a social media post about what is required legally that will then also be shared by the City. Talking points will also be provided to the Dispatch Center.
Sheltering Operations – Southside Community Center has opened its winter shelter, and the VFW is open as a warming center. This information has been added to our electronic message boards. We also began having discussions about the potential of standing up additional shelters, but this will be determined by conditions.

RE: WINTER WEATHER
From city staff as of 9:33pm today, Jan 23:
City staff has continued to prepare the past couple of days for the cold weather that is forecast to begin tomorrow. The weather call this afternoon has the storm system moving farther south than predictions a couple days ago. We are expected to receive 1.5 inches of rain, with it turning to sleet and freezing rain Saturday evening around 6:00 PM. The forecast calls for ice accumulation between 0.1 and 0.25 inch. San Marcos will begin seeing cold temperatures Friday night and wintry mix precipitation Saturday evening into Sunday morning. The extreme cold will continue through Tuesday night of next week.
With the City under a Winter Storm Warning and Extreme Cold Warning, Mayor Hughson has signed a Declaration of Local State of Disaster. This preemptive measure will allow the City to access resources should this weekend’s severe winter weather event have lasting impacts in our community.
Here are a few operational updates from this afternoon’s call:
Shelter Operations – Southside Community Center began operating its winter shelter beginning at 7 p.m. tonight and will continue through 9 a.m. Monday. In addition, the VFW, located at 1701 Hunter Road, will be open as a warming center beginning at 4 p.m. Saturday through 10 a.m. Monday. Blankets and dog crates were also delivered to these locations since they are expecting to take in animals.
Public Works – Crews are pre-treating bridges and major roadways to minimize ice accumulation. Treatment will continue throughout the weekend as needed. The parking lots for Fire, Police, and the Public Service Center have also been treated. Cape Road bridge will be closed between River Road and Luciano Flores Drive beginning Saturday at 8 a.m. through Monday at 8 a.m. Facilities crews will be treating the entryways of any City facilities that are open.
Utilities – Electric and Water/Wastewater crews are winterizing facilities and equipment and are prepared to respond in the case of an outage.
Police and Fire – Both departments have modified staffing to increase the number of people available during the day. The 911 center is also being upstaffed for the weekend.
Parks – All public park restrooms and water fountains are closed beginning at 4 p.m. Friday and will reopen when temperatures rise above freezing. Parks crews are ready to assist with downed tree limbs as needed. The San Marcos Activity Center is expected to remain open to patrons with normal operating hours, 10 a.m. to 5 p.m., Saturday.
Library – The San Marcos Public Library will close at 5 p.m. Saturday and remain closed all day Sunday. All weekend events and reservations at the library have been canceled.
Neighborhood Enhancement – The Household Hazardous Waste and Reuse Warehouse facilities will be closed Saturday due to the weather. We have also been in contact with Mission Able about helping with downed limbs after the weather event, if necessary.
