We just released a new educational series of short video clips on how technology can help overcome barriers to delivering and accessing disability services. Alternative Services were established during the pandemic to meet the needs of Californians with developmental disabilities and protect the health and safety of everyone in the community. Service providers and individuals being served had to quickly change from in-person services and embrace other ways to safely participate in their programs.

Today, remote or virtual online programs are still a big part of how people access services. These alternative services also allow people with disabilities to have more program choices.

On November 9, 2021, the LAO released their report "Enhancing Federal Financial Participation for Consumers Served by the Department of Developmental Services". The report is a comprehensive evaluation of Medi-Cal eligibility of consumers served by DDS, barriers to enrollment, and implications of requiring enrollment. It also providers several recommendations.

On Friday, November 19, the House of Representatives passed a version of the #BuildBackBetter plan that included significant investments to Home and Community-Based Services that support people with developmental disabilities and their families. Among other critical investments, the plan includes $150 billion over 10 years to help improve access to supports and services, which can include the hiring and retaining of direct support professionals.

Advocacy from the community is now more important than ever as the package goes to the Senate.

CMS Launches Webpage to Share Innovative State Actions to Expand Medicaid Home and Community-based Services

The Centers for Medicare & Medicaid Services (CMS) launched a new “one-stop shop” for state Medicaid agencies and stakeholders on Medicaid.gov to advance transparency and innovation for home and community-based services. Home and community-based services allow people enrolled in Medicaid to receive services and supports in a preferred setting outside of an institution, such as in their own home. Through this new webpage, state Medicaid agencies and stakeholders can access information about states’ plans to enhance, expand, and strengthen home and community-based services across the country using new Medicaid funding made available by the American Rescue Plan Act of 2021 (ARP).

Covered California is a free service that connects Californians with health insurance and financial help to pay for medical, dental, and vision coverage if you qualify. Over the last year many people have experienced significant life changes as a result of COVID-19, wildfires, unemployment, as well as other significant life events, that may have caused a loss of health benefits or dramatic change related to income. Covered CA recently announced that a new law went into effect that will provide greater financial assistance, and lower current premiums. The new law also means that people who may not have been eligible for financial help in the past because they earned too much may now be eligible for the first time. To explore plans, options, and financial assistance through Covered CA visit https://www.coveredca.com/get-started/

The open enrollment deadline is January 31, 2022. If you need help navigating information on the website you can use their Support Center https://www.coveredca.com/support/ or you can call them at 1-800-300-1506.

October as National Disability Employment Awareness Month and they have chosen “America’s Recovery: Powered by Inclusion” as the theme to reflect the importance of ensuring that people with disabilities have full access to employment and community involvement during (and beyond) the national recovery from the COVID-19 Pandemic.

On September 27, 2021 Governor Newson signed SB 639 ending the practice of paying sub-minimum wage to people with disabilities and strengthening the state’s commitment to ensuring real work for real pay.
