PUBLIC NOTICE: Round Hill suspended late fees and disconnections for water/sewer service from March 2020 to August 2021. Late fees and disconnections were reinstated in September 2021.

October 5th was the due date for your Current Full Bill Amount (or the agreed upon Payment on your Payment Plan). If you have not made a payment to your account by 8 am Monday (October 25th) the Utility Staff will disconnect your service.

(This will be the first time the Town has disconnected anyone since February 2020, so the Town is making every effort to alert residents ahead of time).

Please note that Customers may still set up a repayment plan with the Town or seek financial assistance through Loudoun Countyโ€™s Residential Utility Assistance Program.

There also several non-profits who may be able to offer assistance (the Town can provide you with contact information).

PLEASE KEEP IN MIND: Round Hill Utility Repayment Plan

The Town of Round Hill is offering COVID-19 Repayment Plans to customers who are 30 days or more past due on their water/sewer bills and have been impacted by COVID-19.

To be eligible for the COVID-19 Repayment Plan, a customer must attest that he/she has experienced financial hardship resulting from the COVID-19 pandemic.

Customers can pay amounts in as little as 6 months or up to 24 months, depending upon individual circumstances.

Customers who qualify for the COVID-19 Repayment Plan will not be charged any new deposits, down payments, late fees, interest charges, or penalties, and none shall accrue, during the moratorium.

Applying for the COVID-19 Repayment Plan does not mean that your bill is not due or that the amounts owed will be waived or forgiven. Rather, customers have more time to pay bills that they are unable to pay due to COVID-19.

The payment plan charge AND the current bill charge must be paid to avoid cut-off. No extensions will be approved.

To apply, go to the Townโ€™s website or call the Utility Department at 540-338-4772 - at extension 2:

PUBLIC NOTICE (October 18, 2021): EXTENDED DAYTIME HOURS APPROVED FOR THE FRANKLIN PARK TRAIL AND MAIN STREET PROJECT

The Virginia Department of Transportation has approved the request by the general contractor Highway and Safety Services, Loudoun County, and the Town of Round Hill for extended work hours. This period of construction will occur over the next five weeks, from 10/18/2021 to 11/19/2021. This will allow the contractor to catch up on lost production and to take advantage of good weather and extended daylight hours before winter. The work will occur on Loudoun and Main Street and will involve single lane closures with alternating traffic flow. This type of work is similar to the single lane closures that have occurred in Town for the last year. The only difference is the hours of construction will be longer on Loudoun Street. During this period, the following hours of single lane closures will occur:

East Loudoun Street
*Monday to Friday โ€“ 9 AM to Dark
*Saturday โ€“ 9 AM to 4 PM

Main Street
*Monday to Thursday โ€“ 9 AM to 3 PM
*Friday โ€“ 9 AM to 2 PM
*Saturday โ€“ 9 AM to 4 PM

The approved extended lane closures for East Loudoun Street will allow the contractor additional hours in the roadway to complete stormwater/conduit installation, utility adjustments and sidewalk/curb installations. Traffic will be able to access all houses and businesses in Town during this period using alternating flow of traffic.

PUBLIC NOTICE: Valve Exercising Starts Next Week

Beginning October 18, 2021, the Town of Round Hill is starting a preventive maintenance project, called the "Town Water Valve Exercising Program" to maintain the quality and longevity of valves in the Round Hill water system. Keeping valves operating properly is extremely important to the overall function of a water system and are critical in future efforts to manage a water emergency.

The Town has hired Wachs Water Services to exercise Round Hill's valves and map the GPS coordinates of the valves. Round Hill has over 700 valves in its water system. The "Town Water Valve Exercising Program" will occur in 2 Phases. Phase 1 consists of 320 valves and will run between 7am to 3pm for 3 weeks beginning on October 18th. The Town expects Phase 2 to begin later this year. Phase 1 will focus on the oldest valves in the Round Hill Water System, starting in the Stoneleigh Neighborhood and then the crews will move towards Downtown Round Hill.

The majority of valve exercising and maintenance will occur within the edge of the right-of-way. If crews need to access valves located within the roadway, residents can expect to experience short term lane closures.

Please be advised that, as a result of this planned maintenance, sections of the water system may need to be shut down temporarily (for a few hours at a time) to make repairs without interruption of service to other areas of the system. A repair will occur only if a broken valve is discovered during the process of exercising the valves.

Valve exercising consists of closing and opening each valve several times to remove sediment from the valve seat. During this process, customers may experience discolored water and sediment for a short period of time. If you should notice this in your home, running several faucets at full force for a short period of time will usually flush out any discolored water.

If you have concerns and need to verify daily locations for safety and security reasons, please call the Town of Round Hill 540-338-7878 or email [email protected]

The Town will post general updates as we move through this process to give more details on exact locations, progress and the schedule.

BACKGROUND INFO (What is valve exercising & maintenance?)

Every water system has valvesโ€”devices that regulate, stop, or start the flow of water in the distribution lines. The ability to operate these valves at a momentโ€™s notice is extremely important. In an emergency, sections of a distribution system may need to be shut down without delay. If a valve is not used over time it can seize-up from corrosion and get stuck, making the valve inoperable. A valve exercising program helps maintain the useful life and operation of water system valves.
