The U.S. Bureau of Labor Statistics projects the insurance sector will lose roughly 400,000 workers through attrition over the coming years, with 50% of the current workforce expected to retire within the next 15 years. The number of insurance professionals aged 55 and older has increased 74% in the last decade, and fewer than 25% of the current workforce is under 35. Graduates from risk and insurance programs are meeting only an estimated 10–15% of the industry’s hiring needs. A 2024 survey by the International Association of Claim Professionals found that while more than two-thirds of respondents believed claims service is becoming more important, only one-third believed their organization was “very committed” to investing in claims talent.

This combination—greater demand, increased complexity, and reduced supply—places significant pressure on the concept of competency. It raises a fundamental question: What qualifies someone to serve as an appraiser in today’s environment?

Please keep in mind that while Xactimate is commonly used as a pricing guideline, it does not always reflect the real-world operational costs restoration contractors are currently facing in the field. Over the last several years, fuel costs, transportation expenses, disposal fees, labor, equipment maintenance, insurance, and material pricing have all increased substantially. Those increases directly impact emergency service vendors and rebuild contractors responding to losses daily.

Adapting every invoice strictly to list pricing without considering actual market conditions does not always provide an accurate picture of the true cost of performing the work. Restoration companies are expected to respond immediately, maintain specialized equipment, carry trained technicians, absorb travel and fuel expenses, and complete mitigation in compliance with industry standards, often before coverage decisions are finalized. At the end of the day, this is still a business providing emergency services under demanding conditions.We are simply requesting consideration of the invoice based on the actual services rendered, current market realities, and the responsibility placed on mitigation vendors to properly dry and protect the property.
