Big news for brokers advising ICHRA clients around Catastrophic Plans!
CMS just finalized ACA marketplace rules for 2027, and one change deserves more attention: expanded access to catastrophic health plans.
These plans have existed since the ACA began, but access has historically been limited to adults under 30 or people who qualify for certain exemptions. Starting in 2027, CMS is expanding hardship exemption eligibility, giving more consumers a pathway to enroll in catastrophic coverage.
What that means for your clients:
— Lower premiums than many bronze, silver, or gold plans
— Still no premium tax credits
— Higher deductibles and out-of-pocket costs
— More need for employee education during plan selection
This is where your advisory role matters.
Some employees will be drawn to the lower premium without understanding the full trade-off. For healthier employees, HSA users, or people mainly looking for protection from major medical costs, catastrophic coverage may be worth considering. For others, it may not be the right fit.
