No Vacancy, no grand openings: Pilot program finds mixed success filling vacant storefronts in Portland’s Old Town neighborhood The initial idea behind No Vacancy was simple: connect business owners to property owners. But so far none of the businesses getting support from the No Vacancy project have actually opened.
