Affordable housing is not only about rental homes. It is also about helping more families take the next step toward homeownership.
Through the Home in Five Advantage programs, the Phoenix IDA and Maricopa County IDA help eligible homebuyers with down payment assistance.
Since 2012, Home in Five has helped 25,841 Maricopa County residents become homeowners. In 2025 alone, 750 buyers received more than $10.3 million in down payment assistance, supporting more than $261 million in home loans.

Sometimes, creating more affordable housing starts with looking at land in a new way.
Through the Phoenix IDA’s School District Surplus Land Initiative, underused school district property can be transformed into affordable housing for local families.
In 2025, that work helped support Wild Rose Flats, a 72-unit affordable housing community near 43rd Avenue and Thomas Road, which sits on land formerly owned by the Isaac School District No. 5. The project will serve individuals and families earning at or below 60% of area median income.
It is a powerful example of what can happen when public agencies, school districts and housing partners work together toward a shared goal.

A home is more than four walls.
It is a place to rest, grow, connect and plan for the future. That is why affordable housing work matters so deeply.
One recent example of this is The Moreland in downtown Phoenix, a project that will offer affordable rental homes along with access to supportive services like career guidance, health and wellness coaching, counseling, technology assistance and financial education.
Affordable housing works best when it connects people not only to a place to live but to the resources that help them thrive.
“The Moreland Apartments was a complex deal with many moving parts – multiple financing sources, numerous stakeholders and a timeline that left little room for error. The Phoenix IDA kept everything on track, coordinating seamlessly across parties to ensure this critical development crossed the finish line. Their dedication made it possible to deliver much-needed affordable homes to Phoenix families who need them most,” said Richard Sciortino, principal with Brinshore Development, LLC.

Today, we mourn the passing of Jim Shee — a respected community advocate, mentor, and leader whose legacy as a founder of the Arizona Asian Chamber of Commerce continues to guide and inspire the AAPI community today.
Jim dedicated his life to creating opportunities for others, uplifting underrepresented voices, and standing firmly for equity, representation and justice across Arizona. His visionary leadership helped pave the way for a more inclusive business and civic landscape, shaping countless lives and strengthening the fabric of our entire state.
For many, Jim was not only a leader, but a trusted friend, a natural connector, and a constant source of encouragement. His presence carried both strength and compassion, and his legacy will live on through the people and communities he invested in over the years.
On behalf of the Phoenix IDA, we extend our deepest condolences to his family, friends, colleagues and all those whose lives were touched by him.
Arizona is better because Jim Shee was here. His impact will never be forgotten.

Affordable housing changes lives.
During Affordable Housing Month, the Phoenix IDA is proud to highlight the work being done with partners across our region to create more housing opportunities for families, seniors and individuals.
In 2025, the Phoenix IDA helped facilitate nearly $432 million in bond financing for community-driven projects, including seven affordable housing developments that will help bring 794 housing units to Phoenix and Maricopa County.
These projects represent more than housing. They represent stability, opportunity and stronger neighborhoods for all.

The Phoenix IDA proudly supports U.S.VETS-Phoenix and has provided grants and staff support to this veteran-focused nonprofit, which empowers former U.S. military members and their families through housing, comprehensive services and advocacy.
Earlier this week, Phoenix IDA CEO Juan Salgado and Phoenix IDA Board Member Jack Dover joined U.S.VETS President / CEO Darryl Vincent, LCSW, CSAC, Vice President Laney Kapgan and Judge Michael Hawkins at a volunteer day to recognize and thank The Home Depot and its vendors for their support of the M.D. Hawkins Veterans Center, a recently renovated hotel near I-17 and Cactus Road in Phoenix that now provides housing for veterans experiencing homelessness.
It’s inspiring to see this project come to life. Through strong partnerships and hands-on support, more veterans in Phoenix will have a safe place to call home and access to the resources they need to move forward.

Big news for AZ-03: Congresswoman Yassamin Ansari has submitted nearly $44 million in FY27 Community Project Funding requests across 20 projects.
Broadway Farms II is on the list — and we're proud to be part of it.
The $1.575 million federal ask funds required irrigation improvement infrastructure that unlocks 144 units of 100% affordable housing in West Phoenix, all restricted to households at or below 60% AMI, with two-thirds sized as 2-, 3- and 4-bedroom homes for families.
That targeted federal investment leverages $51.8M in total project financing — a 33:1 ratio.
As Phoenix IDA CEO Juan Salgado put it: "Broadway Farms will deliver high-quality, affordable homes to families who need them most. We are deeply grateful to Congresswoman Ansari for her steadfast advocacy in addressing Arizona's housing challenges head-on."
