The United States House of Representatives recently passed the Ocean Shipping Reform Act of 2021.

Its three main purposes are:
1. to increase the open sharing of common carrier and terminal operator trade data with the Federal Maritime Commission;
2. prohibit retaliatory practices by carriers and terminal operators against shippers who either work with a competitor or file a complaint; and
3. direct the FMC to (a) establish rules for prohibiting unjust demurage and detention fees and (b) require carriers and terminal operators to share relevant cargo data with shippers and operators of other modes.

The bill must now pass in the Senate and be signed by President Biden to become law.
