Iran’s hostage diplomacy incurs self-inflicted wounds
Dr. Shively commented in Asia Times on Iran's policy on dual-citizens and foreign negotiations.
Most of the article is paywalled, but Shively's comments are below:
"We can say from the outside that Iran’s diplomats and decision-makers at best seem to have done little or nothing to improve Iran’s national security position in its region or vis-à-vis the UK and similar governments. At worst, Iran’s government deepened its existing reputation among Western publics,” said Jacob Shively, an associate professor of international relations at the University of West Florida’s Reubin O’D Askew Department of Government.
“British citizens may also wonder if the Chieftain debt repayment might be a boon to Iran’s national security apparatus. Even if that money is later found to be expressly linked to Zaghari-Ratcliffe, the amount remains constrained on how it may be spent,” he said.
“More importantly, it is likely more symbolic for Iran at this point. The payment is relatively small compared to the costs of ongoing sanctions and other economic limitations that the UK, US and others have imposed on Tehran,” he told Asia Times."
Iran’s hostage diplomacy incurs self-inflicted wounds After six years of dispute that plunged Iran-UK relations into a deep freeze, Tehran decided last month to release Iranian-British charity worker Nazanin Zaghari-Ratcliffe. Her ordeal in an Iranian…
