Comptroller Scanlon, in his latest monthly state economic outlook, projects a Fiscal Year 2024 General Fund surplus of $212.1 million and a Special Transportation Fund surplus of $203.9 million. This projection is $72.4 million less than last month and $187.6 million lower than budgeted, primarily due to higher than anticipated expenditure requirements in the Department of Social Services Medicaid account. Revenue estimates remain unchanged from the previous month, but the results of the November 10, 2023, consensus forecast could have a significant impact on next month’s projections.

Election Day is Tuesday, November 8th and Connecticut voters will see a question on their ballot asking them to consider a change to the State Constitution which would allow for Early Voting. Voters will have the option to vote “yes,” to support early voting or “no” to oppose it. Early voting is generally defined as an option to vote in-person at designated locations on specified days in advance of Election Day. If results find that majority of voters are in support, the state legislature would then be granted authority in 2023 to start writing laws to implement early voting.


Comptroller Natalie Braswell certified a special payment of $2.8 billion to be made toward Connecticut’s unfunded long-term pension liabilities. This payment will save the state $6 billion over the next 25 years.

Connecticut Insurance Commissioner Andrew Mais announced the department will move forward with their upcoming 9:00am Monday, August 15th Public Rate Hearing on health insurance proposals. It will be an informational hearing, which means insurance regulators will be able to take public input and ask questions of representatives from the insurance companies that are seeking to increase their rates by an average of 20.4% for plans starting in 2023.

Governor Ned Lamont announced that the State of Connecticut is making a $580 million investment in construction-ready municipal water pollution control projects that will protect the state’s waters from sewage pollution and help improve water quality. The Clean Water Fund is the mechanism through which CT DEEP provides financial assistance to municipalities for projects addressing wastewater needs.

Connecticut’s Office of Legislative Research has published a briefing breaking down how voter turnout is calculated and how it impacts elections 🗳. Review the full briefing here 👇


Connecticut Comptroller Braswell projects a General Fund surplus of $1 billion for Fiscal Year 2022. While state law requires excess revenue be automatically deposited into the Budget Reserve Fund (BRF), the fund has reached its cap of approximately $3.11 billion. Deposits exceeding the BRF’s cap will be used to pay down the state’s pension debt.

Comptroller Braswell projects a General Fund surplus of $1.51 billion for Fiscal Year 2022 while raising concerns about rising rental costs in Connecticut. In a letter to Governor Lamont, Comptroller Braswell noted, in addition to the substantial surplus, she is also projecting another large transfer into the state’s Budget Reserve Fund, commonly referred to as the Rainy Day Fund.
