NCDHHS wants to answer your t op questions about P-EBT!

🍎 “Who is eligib le to receive P-EBT?”

💲 “How much wi ll I receive through P-EBT? How is t he amount determined for P-EBT?”

🗓 “When wi ll I receive P-EBT? How often wi ll I receive P-EBT in 2021?

Continue readi ng this post to find out t he answers to these three questions a nd a link to the P-EBT websi te for all of your other questio ns! ⬇️👇

🍎 “Who is eligible to recei ve P-EBT”?

To be eligible for P-EBT, a stude nt must meet two criteria:

1. Be enroll ed in a school that participates in t he National School Lunch Program and
2. Be eligib le for free or reduced-price meals. Stude nt eligibility is determined by any of t he following:

☑️ Direct Certification (household receives F NS benefits)
☑️ Categorical Eligibility (homeless, migrant, fost er, etc.)
☑️ Participation in a Community Eligibili ty Provision (CEP) School (where all studen ts receive meals at no cost).
☑️ Househo ld Applications for Free/Reduced-Price Meals

Please visit th is link see if your school participat es in the National School Lunch Progr am or is CEB school:https://files.nc.gov/covid/documents/info-for/human-services/p-ebt/NC-P-EBT-NSLP-and-CEP-School-Eligiblity.pdf

AND t he student must meet BOTH of t he following learning circumstances:

1. The student’s scho ol was closed or has been operati ng with reduced attendance (e.g., Plan B, partial ly in-person and partially virtual) for at lea st 5 consecutive days during the 2020 to 2021 scho ol year, AND
2. The student is learni ng in a “remote learning mode” (a ll virtual instruction 100% of the mon th) or in a “hybrid learning mod e” (combination of virtual and in-person instructi on) during the month.

💲“How much will I recei ve through P-EBT? How is the amou nt determined for P-EBT?”

The student’s learning mo de is assessed each month using informati on reported by the schools to determi ne the benefit amount.

1. Hybrid learning mo de - Students in virtual instruction le ss than 100% of instructional days in a mon th and at least 1 day of virtu al instruction in a month will recei ve the hybrid amount. The months of Augu st to December 2020 had an avera ge of 9 instructional days each mon th which means the hybrid amount f or these months is $61.38.

The hybrid amou nt can change month to month a nd is determined by the average numb er of days North Carolina students in schoo ls using a hybrid schedule were in virtu al instruction for that month multiplied by t he daily benefit rate of $6.82.

2. Remo te learning mode - Students in virtu al instruction 100% of the instructional da ys in a month, will receive a benef it of $115.94 for that month.

The approa ch and the amount in this rou nd of P-EBT is different than h ow P-EBT was issued in August a nd September 2020. Households could receive supplement al amounts who previously received benefits in Augu st and / or September 2020 becau se benefits have already been provided. So me students may receive a small supplement al amount if the amount received w as lower than the amount a stude nt was eligible for based on the ir learning mode for that month.

Eligibility f or P-EBT is determined for each stude nt. If a household has two eligib le students that are attending two differe nt schools, operating in different learning mod es, the students may receive different benef it amounts. The amount an eligible stude nt receives is based on whether th ey are attending school in a “ful ly remote learning mode” (all virtual instructi on 100% of the month) or a “hybr id learning mode” (combination of virtual a nd in-person instruction).

Our goal is to provi de as much P-EBT benefit as possib le as quickly as possible to eve ry child for whom we can confi rm eligibility for that amount of benef it, based on guidance we’ve received fr om the US Department of Agriculture. If an iss ue has been identified in the amou nt that a student receives, NC DH HS will work with the Department of Publ ic Instruction and the school system to corre ct and issue an updated amount to t he eligible student in a future month.

🗓
”When will I receive P-EBT? H ow often will I receive P-EBT in 2021?

Benefi ts being received in February 2021 wi ll be for the months of Augu st to December 2020 for those studen ts who are eligible. Benefits started bei ng issued on 2/19, and each mon th a student may be eligible wi ll be issued over several days starti ng with the month of December.

Please no te students who previously received benefits in Augu st and / or September 2020 wi ll not receive the exact hybrid a nd remote amount since some benefits ha ve already been provided for those mont hs in September of 2020. Some studen ts may receive a small supplemental amou nt if the amount received was low er than the amount a student w as eligible for based on their learni ng mode for that month.

Those who do n ot have the card and are eligib le during these months should anticipate receivi ng their cards in February or Mar ch. Students who are eligible for t he months of January and February wi ll be provide their benefits in t he later part of March for tho se who currently have a card.

Have mo re questions about the Pandemic Electronic Benef it Transfer (P-EBT) program and how to u se the benefits? These questions and mo re are answered on our P-EBT webpa ge and FAQ. Visit www.ncdhhs.gov/PEBT.
