The Fairmount fire happened last January in a two-unit Philadelphia Housing Authority row home, with battery-powered smoke alarms that weren’t operating the day of the fire, no sprinkler system, and no fire escape. Nine of the victims were children.

Landlord Fined $375 by FDNY for Not Painting Fire Escape

FDNY appealed and won. The violation notice established the violation. Fire escapes must be maintained "in a safe and operational condition" and that "all fire escape components shall be painted or otherwise protected from deterioration." The violation notice specified that landlord "failed to maintain fire escape in good working order/clean condition or in compliance with general maintenance/housekeeping requirements." ECB reinstated the mitigated penalty of $375.

A unique, but not altogether uncommon, circumstance is encountering a top-floor fire where conditions on arrival make getting to the roof exceedingly difficult. Of course, I am referring to wires or obstructions at street level precluding raising the aerial and a roof height beyond the reach of ground ladders. Ladder companies should carry ground ladders of sufficient length to reach the roofs of most occupied multiple dwellings (excluding residential high-rises) in their district. However, off-duty companies, spare apparatus, ground ladders out for service, and unpassable alleys are just some examples of the myriad of circumstances that can hamper firefighters‘ ability to make that roof.

Firefighters rescue two boys and grandmother

PAWTUCKET, R.I. (WHDH) - Firefighters battled through smoke and flames to rescue two boys and their grandmother trapped in their Pawtucket home by a blaze.
“I started seeing flames coming out of the house. I whipped around the corner. I called 911,” said witness Gwendolen McGlinchey.
A Fire Prevention Officer was the first on the scene Wednesday night and noticed people trapped on the third floor of the house.
The officer helped the boys escape the house’s third story window onto a fire escape, and firefighters brought them down ladders, but witnesses said the grandmother was still inside.

According to the U.S. Bureau of Labor Statistics, more than 5,000 people are fatally injured on the job each year.
The factory fire in lower Manhattan killed 146 garment workers – most of them women as young as 14 years old – on March 25, 1911. Fire exit doors were locked and other doors only opened inward, making it impossible for the onrush of workers to get out. The fire escape was poorly constructed and didn't meet weight requirements. Fire department ladders couldn't reach the upper floors of the 10-story building. Many workers died by jumping out of windows and into an elevator shaft as they fought to escape the flames.
