Today we remember Deputy Jason Mooney. On October 19, 2007, Deputy Mooney was killed in an auto accident on I-95 while responding to a serious accident.

Deputy Mooney devoted his life to protecting and serving his community. Prior to serving with the Stafford County Sheriff's Office, he served as a U.S. Marine and as a volunteer firefighter. He is still being missed and we will never forget his sacrifice.

Lieutenant Ben Martin



Benjamin Martin is a Lieutenant with a large metro fire department in Virginia. He has over sixteen years in public safety and speaks throughout the country on leadership. He has written leadership articles for Fire Engineering, Fire Department Training Network (FDTN), International Society of Fire Service Instructors (ISFSI), Firefighter Toolbox, and Firefighter Wife. He is a member of the National Speakers Association and International Society of Fire Service Instructors (ISFSI).
Benjamin has worked extensively for years with the Virginia Fire Officer Academy and is also a founding member of the Metro Richmond Public Safety Academy. He has a Bachelor’s in Fire Science and a Master’s in Public Administration. Benjamin is also the owner and operator of the leadership training featured at www.EmbraceTheResistance.com.

The Northern Virginia Fire Rescue Leadership Development Institute would like to congratulate Kelly Johnston on her upcoming promotion to Battalion Chief, Fairfax County Fire and Rescue Department! Chief Johnston’s promotion will become effective in early November. She is a graduate of the 2021 LDI Command Officer Leadership and Management Program. LDI wishes her well in her new assignment!

This afternoon, the Command Officers Leadership Management Program at NVFRLDI continues to have wonderful speakers.

Michelle Albert graduated from the University of Utah with a BS in Sociology and minors in Psychology and Criminology. She attended Argosy University in Arlington, Virginia where she earned her MA in Counseling with special focus in forensics and trauma. In 2006, she earned her license as a Certified S*x Offender Treatment Provider (CSOTP) and in 2007 became licensed as a Licensed Professional Counselor (LPC).

During her extensive career, Michelle has worked in government, institutional, community and private settings. Since 2010, she has worked for Alexandria City Department of Community and Human Services where she currently holds the position of Forensic Services Supervisor. In this position, she also serves as the Outpatient Competency Restoration Coordinator and the Not Guilty by Reason of Insanity (NGRI) Coordinator. Michelle opened a small private practice in 2013 where her focus is on working with first responders, military and their families. This led her to become a Certified Compassion Fatigue Professional (CCFP) in 2020.

Michelle has been a member of multiple associations, including but not limited to: Association for the Treatment of S*xual Abusers (ATSA), Virginia Psychiatric Rehabilitation Association (VAPRA), CIT International (CITI) and Association for Threat Assessment Professionals (ATAP). She has served on the Board of Directors for VAPRA and the Virginia CIT Coalition and has presented at numerous trainings and conferences, including Homeless Programs Grantee Conference (2016), CIT International (2016), Virginia CIT (2018), EMS World (2019, 2020), VACSB (2020, 2021), Northern Virginia Fire & Rescue Leadership Institute (2021, 2022) and has worked as a consultant for the International Association of Chiefs of Police (2018).

Michelle has a personal investment in providing education and support for first responders and is dedicated to creating space for them to learn and laugh while exploring and improving their own health

Art Jackson is a professional speaker, executive coach and the President of Eagles Nest Performance Management, Inc. He is a recognized expert in the areas of leadership, performance improvement and interpersonal skills. Art is the originator of the Purpose Centered Leadership™ system that has been used to improve performance in many facets of public and private life. Art is the author of the diversity and inclusion book “Lions and Tigers and Bears – Oh My” and is completing his second book entitled “Hangin’ Round The Barrel – How To Get Paid Everything You’re Worth and Be Worth Everything You’re Paid.”

Assistant Chief Andrew Vita

Andrew Vita began his fire service career in 1991 with the Fair Oaks Volunteer Fire Department in Fairfax, Virginia. In 1996, he was hired full-time as a firefighter/paramedic with the City of Fairfax Fire Department. During his career he has held the positions of assistant fire marshal, ALS lieutenant, captain, and battalion chief. He is currently holds the rank of Assistant Chief of Operations.

Chief Vita has a passion for the development of fire service leaders and has been teaching fire and emergency medical courses for twenty-eight years. He has assisted as a subject matter expert on the development of several leadership programs and promotional exams.

Chief Vita has completed the Executive Fire Officer Program from the National Fire Academy and the International Association of Fire Chief’s Fire Service Executive Development Institute.

Class Description
A key aspect of management is to understand the purpose and function of investigative techniques. Investigative techniques can be broken down into two formats, fact finding interviews and interrogation. The purpose of this class is to introduce the Command Officer Management student to the difference between the two.

“Curious George” is attending LDI 2023 in a dual role as a Service Dog / Therapy dog.
“George” is a German Rottweiler and serves in a primary role as a Service Dog for Army veteran Sgt. N. Mascarenhas. He also serves as a therapy dog for other combat veterans and firefighters when he is not working as a Service Dog.
He completed his training and certification with K9 Caring Angels Therapy and Service Dogs, a non-profit agency that is a member of the Association of Service Dog Providers for Military Veterans.
George loves everyone and all dogs. He is highly suspicious of cicadas and insects that jump. He is a terrible guard dog and would willingly let anyone into his handler’s house with doggie kisses.

Matthew Tobia is the Fire Chief with the City of Harrisonburg (VA) Fire Department and is a 35-year student of emergency services. He holds a Bachelor of Science degree from the University of Maryland and is a graduate of the Executive Fire Officer program at the National Fire Academy. Matt has served as a member of the Editorial Board for Fire-Rescue Magazine, and has authored over 120 articles. He is also the former chair of the IAFC’s Safety, Health, and Survival Section, holds the Chief Fire Officer credential, and is a member of the Institute of Fire Engineers. Prior to Harrisonburg, Chief Tobia spent 23 years with the Anne Arundel County (MD) Fire Department and four years with Loudoun County (VA) Fire Rescue. Matt began volunteering in south central Pennsylvania in 1987 and is active with the National Fallen Firefighters Foundation (NFFF) and the Mid Atlantic Burn Camp for Children.

Captain Doug Mitchell is a member of the New York City Fire Department with 27 years of fire experience, the last 20 with the FDNY. He is currently a Captain, assigned to the Bronx’s 7th Division. Doug served as the Executive Officer of the Probationary Firefighters School and is a member of the FDNY IMT. He was a Lieutenant in the Bronx, a Fire Marshal in Queens and a Fireman in Manhattan. Doug previously served with Fairfax County Va. and Howard County Md. Fire & Rescue Departments.
He has lectured and conducted hands-on-training programs nationwide at venues such as Firehouse, FDIC, Andy Fredericks and at the FDNY’s training academy. He is a principal member of the NFPA 1400 committee for fire service training. He co-wrote Fire Engineering’s “25 to Survive: Reducing Residential Injury and LODD” in 2013. He has a Bachelor’s degree from University of MD Baltimore County.
