In February 2022, the Board of Supervisors adopted new regulations for transient lodging businesses, including short-term residential rentals (Airbnbs, Sublet dotcom, Vrbo, etc.), home occupation bed & breakfasts, and country inns. Regulations now require owners of new and existing short-term residential rentals to obtain zoning permits, and comply with local health and building codes.

The new regulations were adopted with a grace period that ends on Aug. 15. Enforcement of the ordinance is on hold until then, and application fees are waived if submitted before Aug. 15, 2022.

Pet of the Week: Monkey is a small, 5-year-old American Pit Bull Terrier that has been spayed while at the shelter. She is housebroken and well mannered, and she is at the shelter with her grey sister, Noodle. Monkey’s adoption fee is $50 plus cost of spaying.

How was your Independence day?

Licensed pyro-technicians from Zambelli Fireworks are loading 1,060 shells this afternoon for the fireworks display they will set off after dark tonight, July 3, at the Clarke County Ruritan Fairgrounds. Fireworks will only be canceled if there is heavy rain and/or thunder and lightening.

If you plan to attend or drive through Berryville tonight, be advised:
• ALL VEHICLES and spectators will enter and exit fairgrounds at its main entrance (near U.S. Tae Kwon Do).
• Once inside the fairgrounds, DO NOT drive past the yellow caution tape that defines the pyro-technicians’ work space.
• As soon as fireworks begin, the roundabout on West Main Street will be CLOSED to all westbound traffic.
• The roundabout remains CLOSED to westbound traffic until all vehicles have exited the fairgrounds.
• Vehicles leaving the fairgrounds may go east or west; Clarke County Sheriff's Office deputies will direct traffic.
• Eastbound and westbound Va. 7 (Harry Byrd Hwy.) will each be restricted to ONE LANE ONLY at the traffic light near Enders Funeral Home; Sheriff’s deputies will direct traffic at the intersection.
• DO NOT PARK where “No Parking” signs are posted; Sheriff’s deputies will enforce “No Parking” along roads.
• Exiting the fairgrounds will take time. BE PATIENT.
• Please TAKE YOUR TRASH with you when you leave the fairgrounds.

Why July 3? The Bank of Clarke County has been the sole sponsor of the community fireworks display since 1985. In 2019, the event moved to July 3 because:
• fireworks companies must use licensed pyro-technicians and each year fewer people take the required training, limiting how many shows a company can produce, and
• fireworks companies schedule their biggest money-making shows on July 4; fees are based on the size of shells used (see note below), and
• the Bank of Clarke wants to guarantee a FREE fireworks display for the community on July 3 rather than risk not having any show on July 4; contracts must be signed months in advance.

Note: Professional shells range in size from 3- to 12-inches. Because the Clarke County fairgrounds are adjacent to Va. 7 (Harry Byrd Highway), our fireworks – more than 1,000 shells each year – are restricted to smaller 3- to 5-inch shells for safety.

Secret Island? Roosevelt Island!! Having grown up in the DMV, I was surprised to learn how few residents have heard of Roosevelt Island or know how to find it. My first visit was when my son, now 37, was very young. Below is the 411. Go & Enjoy!!

In the 1930s, Mason’s Island was transformed into a living memorial to America’s 26th president. Today miles of trails through wooded uplands and swampy bottomlands draw hikers to Theodore Roosevelt Island. Park can be accessed from the Virginia side of the Potomac River along the GW Memorial Parkway.

2021 ended with a whimper after a record-breaking year. The combination of holiday travel and renewed COVID concerns clearly shifted people’s focus away from real estate last week, as total new contract activity for the week of December 26 – 31, 2021 fell 21.9% compared to the same six-day period last year. (This report only covers 6 days of contracts rather than the usual seven to take us only through the end of the year – next week’s report will cover 8 days so we can get back on track for Sunday evening reports.)

All six areas had double-digit declines in the number of newly ratified contracts. Loudoun County was off 41.6%, Prince William County was down 26.0%, Montgomery County was off 22.6%, Prince George’s County was down 21.1%, Washington, DC was off 18.6% and Northern Virginia was down 16.0%. Interestingly, last week was the first – and only week in 2021 where contract activity was less than the equivalent period of 2019, down 6.3%. Unsurprisingly, the average days on the market was higher than last year, but not by a lot. Last year the average was 39 days and this year it was 42.8 days.

On December 26 - 31, in 2019, there were 559 contracts and the average days on market was 52.2. In 2020, there were 671 contracts and 39 days on market. In 2021, there were 526 contracts and 42.8 days on market.

Congratulations Clarke County!

Great news! Governor of Virginia Ralph Northam announced yesterday that Clarke County is one of eight counties in the Northern Shenandoah Valley that will share a $95,303,000 Virginia Telecommunication Initiative (VATI) grant for much-needed rural broadband infrastructure. The grant was awarded to All Points Broadband in partnership with the Northern Shenandoah Valley Regional Commission. Rappahannock Electric Cooperative is part of the Clarke project, too. The infrastructure will serve households in unincorporated areas of Clarke County that currently lack access to any wired broadband options.
