PROPOSED FY 2023 BUDGET PRESENTED TO HERNDON TOWN COUNCIL
Public Hearings Scheduled for April 12, April 26

​Herndon, VA (April 1, 2022) – Herndon Town Manager William H. Ashton II has proposed a Fiscal Year (FY) 2023 Budget of $57,331,154, a 2.9 percent increase from the adopted FY 2022 Budget. The town’s FY 2023 begins July 1, 2022 and extends to June 30, 2023.

​“An uncertain recovery, volatile labor market and record-high inflation levels created a challenging environment in which to develop this year’s budget,” Ashton said. “I believe the proposed FY 2023 Budget navigates the fine line between conservative fiscal prudence, funding for continued high-quality provision of town services and programs, and planning for the forward-thinking initiatives envisioned by the Town Council on behalf of citizens.”

​ Most town taxes and fees in the Proposed FY 2023 Budget remain unchanged from the current fiscal year. Increases are proposed for water and sewer rates, attributed to higher treatment costs; additionally, some fee increases are proposed for patrons of the Herndon Centennial Golf Course and Chestnut Grove Cemetery. “While most property owners will receive higher tax bills in FY 2023 due to rising real estate values, the town’s proposed real estate tax rate remains at $0.2650 per $100 of assessed value, a rate that has held steady for a decade,” Ashton said. “This despite national and regional inflationary pressures to which local governments, including the town, have not been immune.”

​In alignment with the Town Council’s focus on transparency in government, the town’s new budget software presents the proposed FY 2023 Budget in interactive detail on the town’s website, at Herndon-va.gov/Budget. A comprehensive accounting of the proposed budget is presented, including narratives, charts and graphs that are easily navigated and accessible to all. The interactive tool allows taxpayers to enter their personalized tax amounts and see how their taxes are allocated.

By law, the Herndon Town Council must adopt a FY 2023 Budget by June 30, 2022, with enactment to begin on July 1, 2022, the first day of the new fiscal year. The council will hold two public hearings on the proposed budget, on Tuesday April 12 and Tuesday April 26, both beginning at 7pm in the Ingram Council Chambers. Comments may also be online at Herndon-va.gov/Budget or via email at [email protected].

Fairfax County Parks Authority celebrating Women’s History Month.

⭐ Women's History Month Spotlight: Betsey Mason ⭐
Betsey Mason was described as a woman who took “all by storm.” She married Thomson Francis Mason, the mayor of Alexandria from 1827-30, who was a grandson of George Mason IV, author of the Virginia Declaration of Rights. After Thomson died in 1838, Betsey managed the Federal period villa and farm for more than 20 years. Thomson's will entrusted Betsey to manage the estate as she thought 'prudent.' He named one constraint, however, that Betsey could not remarry. The law of coverture prevented married women from making contracts, buying or selling property, and from suing or being sued. If Betsey remarried, her husband would control Thomson’s estate, not Betsey. The site, now known as Historic Huntley, is located in Huntley Meadows Park.

VAN BUREN COMPLETE STREET AND HERNDON PARKWAY INTERSECTION PROJECT – TOWN OF HERNDON


What is the Van Buren Complete Street/Herndon Parkway Intersection Project?

First envisioned in 2015, this project provides significant enhancements to these primary roads in the town, particularly necessary due to the anticipated opening of the Herndon stop on Metrorail’s Silver Line this summer. The project improvements include:
• Addition of curb-and-gutter
• Widening of travel lanes to 11 feet
• On- and off-road bike lanes in each direction
• Addition of five-foot wide sidewalks with streetlights
• Addition of crosswalks and traffic signalization at Alabama Drive
• Added turn lane for north-bound Van Buren Street, at Herndon Parkway
• Improved pedestrian crosswalks with ADA pedestrian signals at Herndon Parkway
• Improved storm water management facilities
• Relocating of overhead utility lines

Who is the contractor working on the project?

A&M Concrete Corporation

What is the total construction cost of the project?

The total construction cost is $10.9 million. The Herndon Parkway intersection cost accounts for $4.5 million, while the Van Buren “complete streets” portion totals $6.4 million.

How much of the project is paid via grant funding, versus town taxpayers?

A total of $8 million, or 73 percent of the project, is funded through federal, regional and local grants applied for and secured by the town.

What is the project timeline?

The town anticipates construction to last one year and complete in spring 2023.
