Recently my nephews and niece came up to visits from the Saint Louis,MO area and asked me if I knew the police. After explaining that when you call 911 it's my job to send the police/fire/rescue to come help you. They didn't believe me until we called Officer Bielenberg. He came and showed the kids his police car and gave them stickers. Not only did he make these kids' day but he also gained a few admirers.

Location 12th and Durant

Narrative Unit 1 was traveling east on Durant St. Unit 2 was traveling north on 12th St. Both vehicles came to the intersection of 12th and Durant. As Unit 1 was traveling through the intersection, Unit 2 entered the intersection, striking Unit 1. Unit 2, with its front end, truck Unit 1 on its front passenger side. Unit 1 had minor damage, while Unit 2 had functional damage.

[03/22/21]   We have had some questions lately about what a student can and cannot do with a school permit. Hopefully this helps for anyone who has questions!

WHAT RESTRICTIONS COME WITH A MINOR SCHOOL LICENSE?

The Iowa Department of Transportation (DOT) has the following general guidelines for school licenses:
• School transportation is not available for school activities.
• There must be a distance of at least one mile between the student’s residence and the school.
• The school superintendent, chairperson of the Board of Education or school principal, must verify the need for a license. The MSL is valid for attending classes or attending a school-sponsored event within the school district.
• The student must travel over the most direct and accessible route between the licensee’s residence or school of enrollment and a site, facility, or school that is not the licensee’s school of enrollment, for the purpose of participating in extracurricular activities conducted under a sharing agreement with the licensee’s school of enrollment or conducted at a site, facility, or school designated by the licensee’s school district for the accommodation of the school’s extracurricular activities, provided the site, facility, or school is within the licensee’s school district of enrollment or is within a school district contiguous to the licensee’s school district of enrollment.
• The license is only valid for schools within the district and between the hours of 5 am and 10 pm.
• Students are not allowed to stop on the way and pick up or drop off other students, but they can transport other students from their own residence.
• Students are allowed to stop for fuel only if the gas station is along the most direct route from home to school. Average citation cost is $137.50
Your license may be suspended for 30 days under the following conditions:
• You are convicted of a moving violation or found to be at fault for an auto accident.
• The Iowa DOT receives a written report from a police officer, parent, legal guardian, school superintendent or superintendent’s designee that the student violated the MSL restrictions.
• Suspension of your MSL also cancels the privilege of driving with an instruction permit. If you have two or more moving violations, your license will be revoked for one year or until you turn 16, whichever is longer. To reinstate the license, you will need to have SR-22 insurance and pay a civil penalty of $50 in addition to the reinstatement and new license fees.

Narrative Unit 1 was traveling north on 12th St, crossing the Pine St intersection, and was struck on the right rear end of the vehicle by Unit 2. Unit 2 was traveling west on Pine St and failed to obey the stop sign and struck Unit 1.

Narrative Unit 1 was south bound on Veteran's Blvd and stopped at the intersection with Chatburn Ave. The driver pulled onto Chatburn and attempted to turn east bound. Unit 2 was east bound on Chatburn Ave and was turning left onto Veterans Blvd. The driver of unit 1 stated that she didn't see unit 2 and pulled out into him. The front of unit 1 contacted driver side of unit 2 and this caused damage to both units in those areas.

Narrative Unit 1 was backing up in the parking lot of Concerned Inc. to talk to another person in the lot. He was looking in the passenger mirror while backing and did not see unit 2 legally parked. Unit 2 was legally parked and the rear driver side of unit 1 struck the driver door of unit 2. This caused damage to those areas of both vehicles. Both units and the scene were photographed and both vehicles were driven from the scene.

[02/22/21]   The City of Harlan and the Harlan Police Department have declared a Snow Emergency for Monday February 22, 2021. There will be no parking allowed on the City’s north/south streets from 8 AM until Noon. There will be no parking east/west streets from 1 PM until 5 PM. In addition, Parallel parking is required on any streets where the snow is windrowed in the center of the street (primarily in the Downtown Area). Due to the short notification of this event, citations will not be issued for violators on this date, but are subject to citations on February 23, 2021 and are subject to a parking fine or possibly have the vehicle towed at the owners expense. The City of Harlan appreciates your cooperation.

Narrative Unit #1 was traveling east on Pine Street approaching the stop sign. The driver of Unit #1 hit his brakes and began to slide. Unit #1 was placed into neutral to try and assist stopping while hitting the brakes. Unit #1 was unable to stop and entered 6th Street, striking Unit #2 while it was traveling north on 6th Street. Unit #1 sustained front-end damage but was driven away from the scene. Unit #2 sustained damage to the driver side bottom corner of the cab and the truck bed on the driver side, Unit #2 was driven away from scene.

Real-life Experiences have helped shape Retiring Police Chief Frank Clark throughout his Law Enforcement Career

HARLAN – Frank Clark never hid the fact that he was a heavy drug user in his younger years.
Ma*****na, speed, L*D, co***ne, and lots of alcohol. “It was in eighth grade when I started,” said Clark, and it lasted for years. “I was into the dope really bad.”
His past substance abuse is no secret and never has been. He doesn’t hide it, but also doesn’t broadcast it. “It comes up all the time though,” he said.
So imagine everyone’s surprise when he was hired as a police officer with the Harlan Police Department back in 1992. By then he had been clean for four years after checking himself into treatment, and had been working for about 15 years as a light equipment operator with the City of Harlan.
“There was kind of an outcry when I applied the first time,” he said. Clark wasn’t hired then, but the second time around then Chief Lee Gordon took a chance on him. “Against a lot of people’s naysaying,” Clark remembers.
“It wasn’t hard for me to get hired, but I think it was hard for the city to hire me in that role.”
Clark jokes that in his first years as a patrolman, they didn’t need a K-9 officer.
“I knew every place in town that had dope,” he said. “They called me the department K-9 for a long time. On a drug case looking for dope I’d say ‘Yep, here it is. That’s where I’d have put it.’”
The day Clark got his badge was somewhat surreal. His parents had passed away, and much of the reasoning for him deciding to give law enforcement a try was to make them proud because, in his view, he had disappointed them horribly through a good part of his life.
“I remember the day I got my badge pinned on me,” he said. “The very first day I went to the cemetery and put it on my Dad’s grave and cried like a baby.
“He never got to see me where I was at that point in my life as compared to where I had been. He did get to see me straightened up, but he had passed before I got into law enforcement.”
Fast forward another 11 years, and Clark was named chief of police. Imagine the surprise then, he said. “For some odd reason, they picked me,” he said. “Nobody was more shocked than I was.”
