The Sheriff and the Deputies are the law enforcement for the residents of Shelby County, plus provide contract law enforcement for the Cities of Defiance, Earling, Elk Horn, Irwin, Kirkman, Panama, Portsmouth, Shelby, Tennant, and Westphalia, based on a per capita charge. The Shelby County Sheriff's Office has re-opened its lobby door for regular business to resume. Office hours of the office lobby are Monday - Friday 8AM - 4PM - we ask that people whom enter into the office lobby to practice social distancing skills. As always, we have our after-hours entrance located on the west side of the building by the garage door for matters after regular hours that can't be handled by phone, or next business day.
Weapon permits are accepted during regular business office hours within the lobby.
In regards to jail operations we will resume inmate visitation as we utilize the video visitation system: We will only allow one person to visit at a time as our public video phones are closer than 6 ft, therefore please respect our policy and understand the new procedures as we go forth during this time.
Public fingerprinting will resume as well, by appointment: If you have your cards, and need fingerprints please call 712-755-5026 and setup an appointment for staff to fingerprint: General public will not be allowed inside the jail booking area for these services, as we will process your prints in our lobby area.
Outside service jail programs are still suspended until further notice.

[05/16/20] The Sheriff’s Office has received numerous reports of vehicles being broken into. We want to encourage everyone to keep your vehicles locked and to not keep valuables inside of them. We ask that any suspicious activity be reported immediately.
[04/20/20] The Sheriff's Office is wanting to put together a memory book for the family of Sgt Dontje. We are asking anyone that has a favorite story or memory of Sgt Dontje to email it to [email protected] - We will be accepting submissions until 4-27-20 and at that time will be assembling the book for the family.
[04/18/20] Update on Donations: At this time there has been such an outpouring of support for the family of Sgt Dontje that food is no longer needed. Donations can still be made to the Donavon Dontje Memorial Fund at any Shelby County State Bank or gift cards are always welcome. Any donations that need to get to the family can be dropped off at the Sheriff's Office and we will make sure they get them. We would like to once again thank the community for the amazing support during this time.
[04/17/20] We have had many people reach out about donating to the memory of Sgt Dontje. A memorial fund has been established with Shelby County State Bank called the "Donavon Dontje Memorial Fund". Anyone that would like to donate can stop by any Shelby County State Bank branch with your monetary donation. They ask that checks are made out in the name of the fund. Thanks to everyone for your outpouring of support during this difficult time.

UPDATE from the Shelby County COAD: HyVee Volunteer Shoppers needed. We need additional volunteers to help HyVee fill their online orders. Volunteers have the option of starting at 8 pm, Tuesday through Saturday. Volunteers will shop after hours when the store is empty to help fulfill the orders. Jail operation precautions continued until April 30th at this time:
The Shelby County Sheriff’s Office is still taking precautions regarding the Covid-19 Pandemic. Originally the Shelby County Jail had cancelled all family & friend visitation, all jail programming, and all jail classes inside the facility, and public fingerprinting until April 6th but now will be continued until April 30th at this time.
Our main office lobby is still closed to the public and setup for appointment only (Staff Discretion) by dialing 712-755-5026.
As stated before we continue to monitor the situation and make changes as they arise. We thank you for your understanding and cooperation during this difficult time.

UPDATE!!! from Shelby County Emergency Management: Great news! Shelby County will be receiving a shipment of PPE (Personal Protective Equipment) today! The Iowa National Guard is distributing these much-needed supplies and will arrive during the day to deliver. Great news that our Emergency Response Personnel are receiving additional supplies.

To the citizens of Harlan,
The health, safety and welfare of you all has been at the forefront of community leaders' decision-making regarding operational procedures during the COVID-19 pandemic. From a community-wide standpoint, I urge you to heed the advice and directives from Governor Reynolds and Shelby Co. Public Health, intended to minimize the impact of the COVID-19 virus in Harlan and Shelby County. Continue to follow the basic steps: cover your coughs and sneezes, regularly wash and sanitize your hands, avoid crowds and, most importantly, stay home if you have symptoms or feel sick. Do your best to keep current with public officials' recommendations, as the situation may change rapidly.
City of Harlan employees have already implemented adjustments in response to COVID-19. Distancing of employees and proper hygiene will offer the best possibility to continue essential City services without interruption. Some non-essential services have already been disrupted, hoping to avoid unnecessary contact between staff and residents until the viral spread subsides. As spring activities near, additional decisions may need to be addressed regarding other services and amenities we are accustomed to enjoying as warm weather arrives.
We all realize our local businesses have been hit hard by social distancing, forced closures and other suggested and mandated orders from our state government. I ask that, whenever possible, shop locally to keep your dollars working for Harlan and Shelby County during this disaster, and especially following the pandemic. Some businesses will struggle to stay alive through this interruption of commerce, and we must all do what we can to minimize the business fall-out in the days and weeks ahead. Consider patronizing those with delivery and online shopping options as they are available.
We appreciate the spirit of cooperation exhibited by businesses and citizens to this point, and expect and thank you in advance for continued cooperation as we navigate the challenges ahead.

[03/18/20] The Shelby County Sheriff’s Office will close its doors at 10:00am today, March 18, 2020. The Sheriffs Office will allow the availability to make appointments for time sensitive business. If your permit is expired you will not be able to carry concealed past your expiration date. Weapon permits that are expiring during the month will be granted an extension to be able to apply as a renewal. Please be patient with us during these times and stay safe!
