1. The proposed is in harmony with the overall objective of the Plan of Conservation and Development.
2. The proposed is superior to a plan possible under the existing zoning regulation for the parcel.
3. The proposed is in harmony with the actual or permitted development of adjacent properties.

UConn urges the Plan and Zoning Commission "to make the appropriate decision based on the merits of any application and what is in the best interest of the town and community" and that UConn is " neutral regarding the specific location of such development along or near the medical corridor."
