1. State-Level Legal Escalation Governor’s Office: Successfully notified of systemic gatekeeping and family abuse of the mental health system.
Kentucky Protection & Advocacy (P&A): Deployed directly into the PCH. P&A has full federal authority to inspect records, protect his civil rights, and enforce his right to community living under the Olmstead Act.Kentucky Attorney General (AG):
Actively checking on the client and reviewing the case for potential system manipulation, confinement, and by the father
2. Operational Interventions✅ NorthKey Community Care: Electronic transition paperwork filed directly by the advocate.
NorthKey is actively working inside the PCH to secure his independent apartment, vouchers, and clinical support team.✅ MHA (Mental Health America): Secured as the professional representative payee. Strictly instructed to block all financial and residential data from the father and brother.
✅ PCH Accountability: Official transition forms emailed to the facility, creating an undeniable digital paper trail that they cannot ignore under state scrutiny.
3. Immediate Watchdog Actions Coordinate with P&A: Share the timeline of the PCH refusing to provide transition information until you bypassed them.
Provide Rent Details to the AG: Update the AG's team regarding the rental history, explaining how the father accepted his 31-year-old son's money and then locked him out.
Finalize NorthKey Housing: Keep the pressure on NorthKey to execute the lease the moment the PCH cracks under state pressure.

Prosecutors allege the defendants submitted more than $11 million in fraudulent and unauthorized claims to Kentucky Medicaid for peer support and psychoeducation services, with more than $10.7 million allegedly paid by the program. Investigators claim some services were unauthorized, fraudulent or never provided.
