On February 16, 2022 deputies with Montgomery County Pct. 2 were notified about an active arrest warrant for Chad Christopher Collins for the offense of Continuous Sexual Assault of a Child < 14, a first degree felony. Collins was arrested later that evening and placed in the Montgomery County Jail where he remains in lieu of a $150,000 bond. This case is being investigated by the Montgomery County Sheriff's Office and any information pertaining to this case should be directed to them.

CRUELTY TO ANIMALS ARREST
On Wednesday, February 10, 2022, members of Constable Gene DeForest’s Precinct 2 Constable’s Office arrested BARRY CHRISTOPHER DEFROE JR, B/M, 28 YOA, in the 1400 block of S. Frazier St, Conroe, TX for three counts of Cruelty to Non-Livestock Animals, a 3rd degree felony.
In January of this year, a resident of an apartment complex in south Montgomery County contacted the Montgomery County Animal Control Office to report a Cruelty to Non-Livestock Animals she had observed in her complex. After providing ten audio/video recordings of the multiple incidents to Animal Control, Officers identified the actor in the video as BARRY CHRISTOPHER DEFROE JR, a resident of the complex.
Detectives with the Pct. 2 Animal Cruelty Unit began an investigation after the information was forwarded from Animal Control. In the videos, taken over a time period from December 28, 2021 to January 3, 2022, DEFROE was observed dragging a puppy, later identified as BOLO, up and down stairs in the complex, not allowing the puppy to walk on his own. DEFROE was also seen to kick the puppy, violently jerk the puppy up and across the concrete landings, slam the puppy into the metal guard rail and a wall. The videos show the puppy limping and having trouble using its hind legs to move.
Based upon the investigation, the detective requested and received a warrant from Pct. 3 Justice of the Peace Matt Beasley to seize and remove all dogs from the apartment for their safety. Upon contacting DEFROE to execute the warrant, it was learned that BOLO was not currently at the apartment, but a second dog named RHEME was seized. As Animal Control Officers walked RHEME from the apartment, the dog was observed to cower down in fear and urinate all over the floor. DEFROE agreed to retrieve BOLO from his mother’s house, and upon surrendering him the detective observed the puppy to walk with a slight limp in his left hind leg, his back end drooped down as if hurting to stand and that he was cowering down when approached.
Both dogs were removed from the apartment and taken to the Montgomery County Animal Shelter, where they were examined by a staff veterinarian. No obvious fractures were observed, but the puppy BOLO was observed to stand with drooped hocks and carpus indicating hyperextension from injuries he had received.
Based upon the information produced in this investigation, the case file was presented to the Montgomery County District Attorney’s Office for review. The complaint was accepted, and three warrants for Cruelty to Non-Livestock Animals, Texas Penal Code 42.092 (b)(1), a 3rd degree felony, were issued against DEFROE.
On Wednesday, February 9, 2022, DEFROE was located in an apartment complex in the 1400 block of S. Frazier St. in Conroe. DEFROE was taken into custody on the 3 felony warrants without incident, and booked into the Montgomery County Jail. Bond was set at $10,000 on each charge, for a total bond amount of $30,000.

WANTED: Murder Suspect Oscar Rosales
Law enforcement is asking your help locating the man identified by Houston Police this afternoon as the suspect in Harris County Pct. 5 Corporal Charles Galloway's shooting death.
Oscar Rosales is a 51-year-old Hispanic male who is believed to still be in the Houston area. He is known to change his appearance and should be considered armed and dangerous.
Galloway was shot to death after making a traffic stop in the 9100 block of Beechnut early Sunday morning. He was a 12-year veteran who served as a Field Training Officer in Precinct 5's Toll Road Division.
Police have recovered the vehicle that Rosales was driving at the time of Galloway's shooting. Two family members have already been arrested and charged with tampering with evidence.
There is a $60,000 reward being offered for information leading to Rosales' arrest.

Constable Ted Heap and our entire Precinct 5 family mourn the loss of Corporal Charles Galloway, who was shot and killed this morning in Southwest Houston.
At approximately 12:45 a.m., Corporal Galloway was attempting to make a traffic stop in the 9100 block of Beechnut. The driver exited the vehicle and fired repeatedly at Corporal Galloway's patrol car. Deputy Galloway was struck multiple times and died on the scene.
"Corporal Galloway did not have an opportunity to defend himself in this brutal attack," said Constable Heap. "We cannot have people like this on our streets. I do not want to raise my family, my grandchildren, in a county where this type of crime is running rampant."
The suspect is described as a young Hispanic male. He is driving a newer-model, white Toyota Avalon.
Corporal Galloway joined our Precinct 5 family in 2009, serving the residents of Harris County for more than 12 years, most recently in our Toll Road Division, where he served as a Field Training Officer. He was 47 years old.
"Corporal Galloway was very much loved by the men and women he served with," said Constable Heap. "There's a lot of broken up officers who he meant a lot to in their lives."
The Houston Police Department is handling the investigation into Corporal Galloway's shooting. Funeral services are pending.
A Precinct 2 Constable drone along with the Montgomery County Sheriff’s Office, Montgomery ISD Police, and MCHD are in the 16000 block of E Hammon in reference to a missing person. The juvenile has been located and is safe.
There is no threat to the public at this time.
UPDATE: As of 1:10 pm the person has been located and is safe.
