The Citizens for Sensible Growth PAC is a group of Cedar Park business owners and property owners and major property taxpayers in Cedar Park who advocate for candidates in loca
l elections who adhere to a philosophy that private property rights and the free market should be the foundation of governmental policies such as zoning and city planning policies, goals and objectives. The Citizens for Sensible Growth PAC believes strongly that documents such as Comprehensive Plans and Future Land Use Plans (FLUP) are guiding documents that cities utilize to plan for the growth in
their jurisdictions, but they are not absolute edicts. The Citizens for Sensible Growth PAC's members and contributors are essential to the economic development of Cedar Park. The Citizens for Sensible Growth PAC was formally established through filing with the Texas Ethics Commission in February 2016. Prior to its formal existence as a PAC, the Citizens for Sensible Growth commissioned Capitol Market Research and Charles Heimsmath to conduct an economic review of
commercial land use and planning as envisioned in the city of Cedar Park's 2014 Comprehensive Plan and FLUP. Heimsmath concluded that Cedar Park's future
goals and vision for commercial land use and space are unrealistic and unachievable based on 25 years of historical market demands in the Austin MSA. These conclusions
serve as a quantifiable foundation for the objectives of the Citizens for Sensible Growth PAC: to ensure that cities balance free market forces and demands with
their respective vision for future growth and planning. In addition to Comprehensive Plans and FLUPs, the Citizens for Sensible Growth PAC believes strongly that the process of development and zoning in cities should be
streamlined and not take months or even years to complete. Developing property is an expensive endeavor and includes costs for attorneys, engineers, land planners, and other
assets. Other sunk costs such as property taxes and the ability to obtain financing through lenders for actual commercial or residential projects, which always incorporate real
market data, only makes the process more expensive and laborious. The power and political influence of any PAC lay in its membership and financial capabilities and ultimate ability to contribute to candidates. The Citizens for Sensible
