Office building property managers and tenants should begin making a plan for returning to workplaces now, experts say, even though it’s unclear when many businesses in the Austin area will reopen. Buildings will reopen as soon as the state of Texas or city and county governments say they can. Property managers and landlords, though, should be preparing buildings now to make sure they are ready for when individual companies decide to reopen. That will give property managers and office tenants time to communicate, develop a plan and deliver that plan with confidence to employees, he said.
Gov. Greg Abbott hasn’t explicitly said when non-essential offices can reopen, though he announced April 27 that retail stores, restaurants, movie theaters and malls can reopen May 1. Occupancy at these businesses is limited to 25%. If new COVID-19 cases don’t spike with that move, then occupancy of those businesses can go up to 50% as early as May 18.
Other professions permitted to return to work May 1 include sole proprietors, doctors, nurses, dentists and other health care professionals.
Hayes thinks non-essential offices in the Austin area could begin to reopen in the coming weeks under conditions similar to what Abbott has prescribed for stores and restaurants.

5. Reduce touch points and increase cleaning: Open doors, clean desk policy, food plan, cleaning common areas
6. Communicate for confidence: Recognize the fear in returning, communicate transparently, listen and survey regularly
Social distancing — keeping at least six feet away from others — inside buildings and companies will continue to be important for the foreseeable future. Companies should consider requiring or recommending employees wear personal protective equipment such as masks and gloves. Having hand sanitizer accessible is also ideal.
