Three signs your measurement plan is centered on institutions instead of communities:
1. It tracks what’s easy to report, not what people actually feel.
2. It treats community voice like a checkbox instead of a source of evidence.
3. It measures success by institutional comfort, not shared power.
If your data does not start with lived experience, it is probably telling the wrong story.

A virtual conversation about moving beyond simply putting a “human in the loop” and toward building systems where humans, communities, and meaningful questions are part of the decision-making process.
We’ll explore interrogative AI, structured questioning built into a system before a decision is finalized, and walk through a live loan-decision example to see what this can look like in practice.

When data is treated like an internal asset, equity work slows down.
Because the people closest to the problem are left out of the process.
The result is familiar: reports get written, dashboards get updated, and the work still fails to move in the direction communities actually need.
Measure has seen this pattern for years. That is why our approach starts somewhere different. We begin with lived experience, then pair it with quantitative evidence, then build tools people can actually use for advocacy, evaluation, and funding conversations.
That matters because internal-only data systems tend to protect information instead of sharing insight. And when insight stays locked inside an organization, it becomes harder for community partners to shape the questions, challenge the assumptions, or use the findings to push for change.
The CARE Model was built to interrupt that pattern. It is a 12-week, community-led evaluation framework that helps co-create solutions using lived experiences and data-driven insights. It produces tailored action plans, impact metrics, and a Community Mobilization Guide, so evaluation does not end at a report. It moves into action.
The same logic shows up in our community-led tools. Equity Focus Groups help surface qualitative insight from the people most affected. Community-Led Surveys let impacted communities help shape the questions and priorities before the first response is collected. That shift changes everything, because trust goes up when people can see themselves in the process.
This is also why Measure Ignite matters. It helps Black, Brown, and Indigenous-led organizations create community impact metrics, report impact, get matched with peers, and find funding opportunities in one place. Measure has also delivered more than 3,000 hours of free data support over five years to organizations serving historically marginalized communities.
The bigger point is simple. Equity work moves faster when data is shared, shaped, and used with community, not hoarded as an internal asset.

Our Director of Research, Director of Operations & Technology, and Director of Community Engagement recently stepped away from the day-to-day for a leadership retreat, a dedicated space to reflect, reconnect, recharge, and strengthen how they lead together.
At Measure, our work is rooted in community, and strong community-centered work requires strong, supported leadership. Creating intentional space for our directors to grow, exchange ideas, and align around our vision helps ensure they can continue showing up with purpose for our team, our partners, and the communities we serve.

Most data processes are built to protect institutions, not communities.
That’s why the questions matter so much. If the people most impacted don’t help shape the research, the findings usually end up as paperwork instead of advocacy.
Start with lived experience. Build the process around it. That’s where equity becomes a method.
