HON. MINISTER JANAT MUKWAYA LAUNCHES EXTERNAL EMPLOYMENT MANAGEMENT INFORMATION SYSTEM

The Hon. Minister of Gender, Labour and Social Development, Janat Mukwaya has today launched the External Employment Management Information System (EEMIS). The system is intended to streamline and coordinate the Labour Externalization Programme and all the stakeholders.
The System is operated under the Directorate of Labour, Employment, Occupational Safety and Health headed by the Director, Mr. Wandera Martin. Currently 96 companies are licensed by the Ministry to recruit and deploy migrant workers abroad.
Mr. Wandera who represented the Permanent Secretary at the launch emphasized the importance of the system in improving management of labour exportation in the country. Other stakeholders of the System include the Joint Intelligence Committee, Interpol, UAERA (Uganda Association of External Recruitment Agencies) and Ministry of Internal Affairs. In his remarks, the Director also thanked the team of developers that are made of Ugandan IT Professionals at the Ministry and partners from the private sector who built the system at no cost.
The Hon. Minister in her remarks mentioned that the System will aid in differentiating between a licensed company and a trafficker. Additionally, it will eliminate some of the weak links experienced in the manual processing of documents including lessening of paperwork. The system is also expected at the same time to promote safe and legal migration of labour and also easily enforce traceability of labour migrants abroad.
To promote safe labour migration, the Government of Uganda has Signed bilateral labour agreements with;
o Government of Saudi Arabia
o Heshmite Kingdom of Jordan
Government has established monitoring mechanisms for all deployed migrant workers abroad
o Implemented the Musaned System for house maids go to work in Saudi Arabia
o Established labour liaison offices in Saudi Arabia
Government has also established a labour liaison desk at Entebbe International Airport as strategy to fight human trafficking
The launch of the System was attended by among others Hon. Beatrice Anywar, Vice Chairperson of the Gender, Labour and Social Development Committee of Parliament, Mr. Andrew Kameraho, the Chairperson of the UAERA, representatives from National IT Authority – Uganda (NITA-U), Members of the media and Staff of the Ministry.

Fifty-three years ago, I took my first lesson in Economics and the teacher told us demand equalled desire backed by ability to pay. Desires of Africans are slowly but surely being backed by ability to pay.

Africa's purchasing power ten years ago was $500b. Today, it stands at $8.2 trillion. In one decade, Africa's effective demand has grown 16 times. Any business person should pay attention to this.

The projection, which I suspect to be conservative, indicates that this purchasing power will be $36 trillion by 2050. The business people here, especially the Americans, have the advantage of savings, technology and entrepreneurship, to tap into these opportunities.

However, American entrepreneurship should be stepped up. The Chinese are overtaking you. An entrepreneur is someone who has spectacles to see where there are opportunities. And the Chinese are obviously doing this better.

On Africa's side, we have a growing market and opportunities. Take the example of Uganda. Years ago, milk consumption per person per year was 18 litres and it now stands at 60 litres. But WHO says desirable consumption is 200 litres per person per annum. This is an open business opportunity.

Business is not philanthropy. It is about profit. Statistics show that if you invest in the US, the return is 5%, Asia 8%, Europe 6%, Middle East 8% while Africa is 12%. If you are interested in profit, Africa is the place to come for investment.

For Uganda specifically, our economy has been growing at an avarage of 7% per annum for the last 20 years, despite the bottlenecks of limited electricity, high transport and money costs, among others.

However, we have now addressed most of these bottlenecks. Our electricity production is going up, and we are addressing the high cost of money and transport. My strategic thinking tells me that Uganda is the right place for investors to go.

On particular aspects like tourism, Uganda has no comparison. Uganda is one of the only two points on the globe lying on the Equator and with a high elevation. This guarantees us a great weather ideal for tourism.

One key problem for Africa was the fragmented market. We were divided into 54 small markets. Luckily, African leaders are now addressing this. Beyond the regional blocs, this AU Summit has discussed the Continental Free Trade Area, which we intend to actualize by March this year. It will help resolve the fragmentation problem.
