بيان إدانة واستنكار لقصف طيران الجيش السوداني المسير لمنطقة غرة الزاوية بمحلية كبكابية ولاية شمال دارفور في السودان

تتابع المنظمة الأفريقية للحقوق والتنمية ببالغ القلق والاستنكار الاستهداف الجوي الذي نفذته طائرة مسيرة تابعة للجيش السوداني على (منطقة غرة الزاوية ) التابعة لمحلية كبكابية بولاية شمال دارفور.
وحسب شهادات موثقة تلقتها المنظمة من شهود عيان، وبحسب ما وثقه مقطع فيديو، فإنه في حوالي الساعة الواحدة والنصف ظهراً بتوقيت السودان، يوم السبت 2 أغسطس 2026م، استهدفت الطائرة المسيرة مقر (محكمة شعبية )كان يتجمع فيه أعداد كبيرة من المواطنين المدنيين.

وأسفر هذا الاستهداف عن مقتل عدد من المدنيين حوالي ٣٧ قتيل ، غالبيتهم من الحكماء وأعضاء لجان المصالحات، بالإضافة إلى إصابة ٢٧ آخرين بجروح متفاوتة.

إن المنظمة الأفريقية للحقوق والتنمية:
1. تدين وتستنكر بأشد العبارات هذا الاستهداف المتعمد للمدنيين والذي يشكل انتهاكاً صارخاً للقانون الدولي الإنساني ومبادئ حماية المدنيين في مناطق النزاع.
2. تحمل قيادة الجيش السوداني المسؤولية الكاملة عن هذه الجريمة وما ترتب عليها من قتل وجرح مدنيين أبرياء.
3. تطالب بفتح تحقيق دولي ومستقل وعاجل في هذه الواقعة ومحاسبة المسؤولين عنها وتقديمهم للعدالة.
4. تطالب جميع أطراف النزاع بالالتزام الفوري بوقف استهداف المدنيين والبنية المدنية والمنشآت المدنية، واحترام اتفاقيات جنيف والقانون الدولي لحقوق الإنسان.
5. تتقدم بأحر التعازي لأسر الضحايا والشفاء العاجل للجرحى، وتؤكد وقوفها وتضامنها مع أهالي منطقة غرة الزاوية ب محلية كبكابية ولاية شمال دا فور.

إن تكرار استهداف المدنيين يقوض أي فرص للسلام ويعمق معاناة أهل دارفور. وعليه فإننا نناشد المجتمع الدولي والآليات الأممية المعنية بحقوق الإنسان والاتحاد الأفريقي للتدخل العاجل لحماية المدنيين في السودان.

Statement of Condemnation and Denunciation of the Sudanese Armed Forces Drone Strike on Gura Al-Zawiya Area in Kabkabiya Locality, North Darfur State,

The African Organization for Rights & Development (AFORD) follows with grave concern and strong condemnation the aerial attack carried out by a Sudanese Armed Forces drone targeting "Gura Al-Zawiya" area in Kabkabiya locality, North Darfur State.
According to documented testimonies received by the Organization from eyewitnesses, and based on video footage, at approximately 1:30 PM Sudan time, on Saturday, August 2, 2026, the drone targeted a (popular court premises) where a large number of civilians had gathered.

This attack resulted in the
killing of several civilians Around 37 persons, most of whom were community elders and members of reconciliation committees, and the injury of 17 others with varying degrees of wounds.

The African Organization for Rights & Development:
1. Strongly condemns this deliberate targeting of civilians, which constitutes a blatant violation of International Humanitarian Law and the principles of civilian protection in areas of conflict.
2. Holds the leadership of the Sudanese Armed Forces fully responsible* for this crime and its consequences of killing and injuring innocent civilians.
3. Demands an immediate, independent, and international investigation into this incident and that those responsible be held accountable and brought to justice.
4. Calls on all parties to the conflict to immediately cease targeting civilians, civilian infrastructure, and civilian facilities, and to respect the Geneva Conventions and International Human Rights Law.
5. Extends its deepest condolences to the families of the victims and wishes a speedy recovery to the injured. The Organization reaffirms its solidarity with the people of Kabkabiya.

The repeated targeting of civilians undermines any prospects for peace and deepens the suffering of the people of Darfur. Therefore, we urge the international community, the relevant UN human rights mechanisms, and the African Union to intervene urgently to protect civilians in Sudan.

تعرب المنظمات الموقعة عن بالغ قلقها إزاء التقارير والإفادات الواردة بشأن الهجمات الجوية التي استهدفت عددًا من المناطق بولاية شمال كردفان، بما في ذلك أم قرفة، والحماداب، وأم تقيرات، وقرى الحريز، والتي أفادت بسقوط عشرات القتلى والجرحى من المدنيين، بينهم نساء وأطفال، فضلًا عن تدمير مصادر المياه ونفوق أعداد من الثروة الحيوانية، مما فاقم من الأوضاع الإنسانية في المنطقة.

كما تلقت المنظمات إفادات من شهود عيان تشير إلى الاشتباه في استخدام مواد أو أسلحة محظورة دوليًا خلال بعض الهجمات، استنادًا إلى ظهور أعراض غير مألوفة على عدد من الضحايا، بما في ذلك حالات اختناق وحروق وتشوهات، إلى جانب تقارير عن انبعاث روائح وغازات غير معتادة. وإذ تنظر المنظمات إلى هذه الإفادات بمنتهى الجدية، فإنها تؤكد أنها ما تزال ادعاءات تستوجب التحقق المستقل.

وتدعو المنظمات إلى فتح تحقيق دولي عاجل ومستقل ومحايد لتقصي الحقائق، وتحديد طبيعة المواد المستخدمة إن وجدت، وضمان محاسبة المسؤولين عن أي انتهاكات قد يثبت ارتكابها، وفقًا للقانون الدولي والقانون الدولي الإنساني.

كما تدعو جميع أطراف النزاع إلى الالتزام بحماية المدنيين والأعيان المدنية، والامتناع عن استهداف المناطق المأهولة أو البنية التحتية الحيوية، وضمان احترام قواعد القانون الدولي الإنساني.

وتطالب المنظمات بفتح ممرات إنسانية آمنة تتيح وصول المساعدات الإنسانية والطبية وفرق التقييم المستقلة إلى المناطق المتضررة دون عوائق، بما يضمن تقديم المساعدة العاجلة للمتضررين.

وتناشد المنظمات الأمم المتحدة، ومنظمة حظر الأسلحة الكيميائية، والاتحاد الأفريقي، والهيئة الحكومية الدولية المعنية بالتنمية (إيغاد)، وجميع الشركاء الإنسانيين، اتخاذ خطوات عاجلة لحماية المدنيين، ودعم التحقيقات المستقلة، وتعزيز الاستجابة الإنسانية في المناطق المتأثرة.

وتجدد المنظمات التزامها بالدفاع عن حقوق الإنسان، ورصد الانتهاكات، والعمل مع جميع الشركاء من أجل حماية المدنيين، وتعزيز المساءلة، ودعم الجهود الرامية إلى تحقيق السلام والعدالة في السودان.

Joint Statement

On the Humanitarian Situation and Reported Violations in North Kordofan State, Sudan

21 July 2026

The undersigned organizations express their profound concern over the reports and testimonies regarding aerial attacks targeting several areas in North Kordofan State, including Um Garfa, Al-Hamadab, Um Tagirat, and the villages of Al-Hariz. According to the information received, these attacks resulted in the deaths and injuries of dozens of civilians, including women and children, as well as the destruction of water sources and significant losses to livestock, further exacerbating the already dire humanitarian situation in the area.

The organizations have also received eyewitness testimonies alleging the possible use of internationally prohibited substances or weapons during some of these attacks. These allegations are based on reports of unusual symptoms observed among victims, including cases of suffocation, burns, and severe physical injuries, as well as accounts of unusual odors and suspicious gas emissions. While the organizations take these testimonies with the utmost seriousness, they emphasize that these allegations remain unverified and require an independent investigation.

The organizations therefore call for an urgent, independent, impartial, and transparent international investigation to establish the facts, determine the nature of any substances that may have been used, and ensure accountability for any violations that may be confirmed, in accordance with international law and international humanitarian law.

The organizations further call upon all parties to the conflict to fully comply with their obligations under international humanitarian law by protecting civilians and civilian objects, refraining from attacks against populated areas and essential civilian infrastructure, and respecting the principles governing the conduct of hostilities.

The undersigned organizations also urge the immediate establishment of safe and unhindered humanitarian corridors to facilitate the delivery of humanitarian and medical assistance, as well as access for independent assessment and fact-finding missions to the affected areas, ensuring that life-saving assistance reaches those in need without delay.

Furthermore, the organizations call upon the United Nations, the Organisation for the Prohibition of Chemical Weapons (OPCW), the African Union (AU), the Intergovernmental Authority on Development (IGAD), and the broader international humanitarian community to take urgent action to protect civilians, support independent investigations, and strengthen the humanitarian response to the affected populations.

The undersigned organizations reaffirm their commitment to promoting and protecting human rights, documenting violations, advocating for the protection of civilians, advancing accountability, and supporting all efforts aimed at achieving lasting peace, justice, and respect for human rights in Sudan.

في خطوة تعكس الالتزام المشترك بتعزيز التنسيق والتعاون بين منظمات المجتمع المدني، وقّعت مجموعة من المنظمات غير الحكومية العاملة في مجالي العمل الإنساني وحقوق الإنسان مذكرة تفاهم لتأسيس "مظلة العمل الإنساني وحقوق الإنسان" في مدينة كمبالا – جمهورية أوغندا.

وتهدف هذه المظلة إلى توحيد جهود المنظمات الأعضاء، وتعزيز الشراكات المؤسسية، وتنسيق الاستجابة الإنسانية، وحماية وتعزيز حقوق الإنسان، خاصةً في ظل التحديات المتزايدة التي تواجه اللاجئين السودانيين والمجتمعات المتأثرة بالنزاعات في السودان وأوغندا.

وترتكز المذكرة على مبادئ القانون الدولي لحقوق الإنسان والقانون الدولي الإنساني، والمبادئ الإنسانية الأساسية المتمثلة في الإنسانية، والحياد، والنزاهة، والاستقلال، إضافة إلى مبادئ الشراكة العالمية القائمة على المساواة، والشفافية، والمساءلة، والعمل القائم على النتائج.

وتشمل مجالات التعاون بين المنظمات الأعضاء الحماية القانونية، والمساعدات الإنسانية، والدعم النفسي والاجتماعي، وحماية اللاجئين، وتمكين المرأة والشباب، وبناء السلام، وإدارة الكوارث والطوارئ، وبناء القدرات، وإعداد البرامج والمشروعات المشتركة، والمناصرة، والرصد والتوثيق.

كما أولت المذكرة اهتمامًا خاصًا بدعم ضحايا التعذيب والناجين من الانتهاكات الجسيمة لحقوق الإنسان، من خلال توفير الدعم القانوني، وخدمات الصحة النفسية والدعم النفسي والاجتماعي، وإعادة التأهيل، وتعزيز آليات الإحالة والتنسيق بين المنظمات والمؤسسات المختصة.

ويمثل توقيع هذه المذكرة خطوة استراتيجية نحو بناء منصة تنسيقية مستقلة وفاعلة، تسهم في تعزيز العمل الجماعي، وتوسيع الشراكات، وحشد الموارد، وتقديم استجابة إنسانية أكثر كفاءة واستدامة، بما يخدم اللاجئين والمجتمعات المتأثرة، ويعزز قيم الكرامة الإنسانية والعدالة وحقوق الإنسان.

Announcement of Signing a Memorandum of Understanding to Establish the Humanitarian and Human Rights Umbrella

Kampala - July 16, 2026

In a step that reflects a shared commitment to enhancing coordination and cooperation among civil society organizations, a group of non-governmental organizations working in the fields of humanitarian action and human rights signed a Memorandum of Understanding to establish the "Humanitarian and Human Rights Umbrella" in Kampala, Republic of Uganda.

The Umbrella aims to unify the efforts of member organizations, strengthen institutional partnerships, coordinate humanitarian response, and protect and promote human rights, particularly in light of the growing challenges facing Sudanese refugees and communities affected by conflicts in Sudan and Uganda.

The MoU is grounded in the principles of International Human Rights Law and International Humanitarian Law, as well as the core humanitarian principles of humanity, neutrality, impartiality, and independence. It also adheres to the principles of global partnership based on equality, transparency, accountability, and results-based action.

Areas of cooperation among member organizations include: legal protection, humanitarian assistance, psychosocial support, refugee protection, women’s and youth empowerment, peacebuilding, disaster and emergency management, capacity building, joint program and project development, advocacy, and monitoring and documentation.

The MoU also gives special attention to supporting victims of torture and survivors of gross human rights violations, through the provision of legal aid, mental health and psychosocial support services, rehabilitation, and the strengthening of referral and coordination mechanisms among relevant organizations and institutions.

The signing of this MoU represents a strategic step toward building an independent and effective coordinating platform that contributes to enhancing collective action, expanding partnerships, mobilizing resources, and delivering a more efficient and sustainable humanitarian response. This serves refugees and affected communities, and upholds the values of human dignity, justice, and human rights.

وهدف اللقاء للتفاكر والتعاون في قضايا اللاجئين والصحة النفسية ومحاربة التنمر وسط تلاميذ المدارس.

وجرى خلال الزيارة نقاش مستفيض حول سبل الشراكة لتنفيذ مشاريع مشتركة، وتبادل وجهات النظر حول القضايا التي تخص اللاجئين السودانيين وآليات إدماجهم مع المجتمع المستضيف.

The African Organization for Rights and Development (AFORD) received at its headquarters on Thursday, June 2, 2026, Ms. Lamaro Lindah Angel from Humura Theatre , a group concerned with theater development and community theater.

The purpose of the meeting was to deliberate and cooperate on issues related to refugees, mental health, and combating bullying among school students.

During the visit, an extensive discussion took place on ways to partner in implementing joint projects, and to exchange views on issues concerning Sudanese refugees and mechanisms for their integration with the host community.
