#Teachers_to_drag_Mbale_District_to_court_over_unpaid_salaries_after_mediation_talks_collapse

A total of 32 teachers who have missed on Government payroll for the last 17 months have decided to drag Mbale District Local Government to court after mediation talks between the two parties collapsed.

The 32 teachers claim they were appointed by Mbale District Local Government in June 2020 and also received posting letters to different primary schools from the then Chief Administrative Officer (CAO) Essau Ekachelan.

The disgruntled teachers claim they were a total of 62 teachers who went through the interview process, they passed, they were appointed and they were given posting letters to different schools. However only 32 have been receiving salary while the remaining 32 have never received any salary and haven't been enrolled on Payroll since their appointment.

The teachers claim they have raised several complaints to Mbale District Local Government authorities but no positive response has been issued. They say Mbale District Authorities have been playing a hide and seek and that the District leadership claim the 32 teachers have fogged and fake appointments.

They Claim the Teachers didn't go through the right procedures to acquire the Jobs.

The Chief Administrative Officer in Office Lucy Francis Amulen Denied the teachers adding that they didn't reflect in the District Service Commission records. "I don't know how he (CAO. Essau Ekachelan) brought them on board, I don't have any minutes of them being appointed and for people who were given interviews and they were appointed and I picked the extra minutes from the District Service Commission but those people do not appear in that extract so where they got their appointment then they should tell you who signed the letter so that one should be the one to tell you how they gave them those letters so don't call me again on that matter." She added.

During a mediation meeting between the teachers and the Principal Human Resource Officer Anthony Wabomba, the two sides failed to agree and Mr. Wabomba showed no positivity and assured the teachers that he had no solution for them and if they wished so they would go to court.

The angry teachers have now chosen the hard way to drag Mbale District Local Government to court.

Mr. Namukhobe Godfrey of the affected teachers said they had gone to Meet the District leadership over the matter but the remarks they got from the Principal Human Resource Officer Anthony Wabomba were very disappointing and frustrating.

"When I came to the meeting I expected we the teachers who were affected to agree with the District because the district promised to put us right but when we reached here the labor Officer called on the meeting and he said that Let's agree in this meeting but unfortunately the remarks we got from the Human Resource Officer who was representing Mbale DLG was all negative, He said that even if we cry blood he is not nothing will happen, he is not ready to pay us." He said.

He added that they tried hard to see that the issue is harmonised internally but the Human Resource Officer was adamant to reach an agreement with the teachers.

"We tried to agree in this meeting by present several requests towards the human resource but he remained hesitant, He refused to say any positive response to us. No we finally as teachers who were affected agreed and asked the labor Officer to summarize the report regarding the meeting and forward this matter to high court." He said.

Musamali Julius, an affected teacher Expressed frustration towards the failure of the Chief Administrative Officer and the District Education Officer to attend mediation meetings leaving only the Labor officer in the ropes.

"For me what I see these people are not willing to help us and what pains me alot is that whenever we try to have mediation, it's only one person that appears who is personnel and for us we ask our selves is that if it's a meeting then it must have the CAO, DEO and other district officials but we only meet personnel who is ever rejecting whatever we say." He noted.

The teachers are also baffled by the continuous behaviour of district officials to rejecting their appointments on grounds they are fake.The teachers claim they passed all the required process of appointment.

Nabudde Sarah also an affected teacher questioned the integrity of district officials if all they doubt the appointments they them selves issued.

"We are wondering how a district can issue out fake appointments! it's not us to make appointments, it can't happen for us to get appointments from their office and they tell us they are eligible where by we got them from there and we submitted everything and we don't need to know that, we want them to pay us. we don't need their jobs because it seems they are not ready to employ us." She said.

However when we talked to the lawyer representing the complaints who declined reveal her names due to fear of bleach of ethics but noted that she hailed from Mukiibi Nakiyende & Co. Advocates noted that her clients didn't follow the due procedures but promised to launch a strong case against the district.

"Initially the case was filled wrongly because it was first filled in high court but labor suits should all start from the labor Officer so we withdrew the matter and we filled again before the labor Officer but we haven't come to a conclusion we haven't agreed anything and either party stands on their ground so our next step now is to go back to court." She said.

They therefore called for assistance from Ministry of Public Service Uganda ,

We hired Computer Tablets to UBOS in March 2019 for 73 days but they didn't honor the contract because they didn't pay in time and used the gadgets until September 2019. We sued them because they didn't want to pay and for using the tablets for more than the contract time. Unfortunately, upto now, court has not heard our case. We can't bid for work because URA can't give us a tax clearance certificate because UBOS has not remitted VAT arising from the transaction. First Lady and Minister for Education and Sports Janet Kataaha Museveni launched the Anti-Corruption Campaign 2020 yesterday at State House Uganda. This year's campaign is under the theme, “Promoting Social Accountability through active citizenry”.

The First Lady also signed a canvas as the National Champion of the #Ambassadors4Integrity campaign in conjunction with Inter-Religious Council of Uganda, The Global Leadership Summit Uganda, with support from GIZ Uganda.

The Inspectorate of Government has this morning hosted a delegation from Kampala Capital City Authority - KCCA led by the Executive Director, Ms. Dorothy Kisaka. The two teams had an excellent engagement to explore ways of improving service delivery and citizens' experience with the KCCA interface. Key among the issues presented by the Deputy IGG, Mr. George Bamugemereire, were:
1. The need to establish a firm local complaints handling process in KCCA.
2. Supervisors in KCCA should get basic supervision training to ensure supervisory skills are strengthened.
3. KCCA should initiate Rapid Response channels through which
the Inspectorate of Government and the responsible departments of KCCA can address some of the issues that emerge quickly and informally.
