Article 124 of the Constitution says Parliament has to approve when declaring war on another state.

Definitely, what is happening in Congo is not a war on a State.

The way to inform Parliament is through a letter. The President assumes they are informed through a newspaper. I don't believe the press release by the Army Spokesperson was information to Parliament.
