M***i Mourns the Loss of Sheikh Ismail Sulaiman Nkata
His Eminence Sheikh Shaban Ramadhan Mubaje, the M***i of Uganda, along with the National Management Committee, extended heartfelt condolences to the family of the late Sheikh Ismail Sulaiman Nkata, a revered Islamic Preacher.
In a condolence message issued on Sunday morning, M***i Mubaje acknowledged Sheikh Nkata as an esteemed Muslim preacher, renowned for his profound knowledge of the Holy Quran, which he generously imparted to the broader Muslim community. He emphasized the lasting legacy of the deceased in propagating the Islamic faith, highlighting Sheikh Nkata's significant contributions to the development of Islam in Mityana Muslim District during his tenure as their representative in the UMSC General Assembly from 2000 to 2010. Additionally, M***i Mubaje prayed for the eternal blessings upon every noble endeavor undertaken by the late Sheikh Nkata in the service of Islamic propagation. He earnestly prayed for the departed soul to find peace and be granted the highest place in paradise in the presence of the Almighty Creator. Lastly, he sought divine strength and fortitude for the grieving family to endure this loss.

Bruxis starts its history with the birth of a small company that was founded by enthusiasts in the field of currency trading. Plans are underway by the Uganda Muslim Supreme Council (UMSC) to construct headquarters for the nine Muslim regions, the M***i of Uganda, Sheikh Shaban Ramadhan Mubaje has revealed.

The nine Muslim regions are Kampala, West Buganda, East Buganda, Eastern, Busoga, Northern, West Nile, Bunyoro-Tooro and Ankole-Kigezi.

According to the M***i, each of the regional headquarters will comprise spacious mosque, administration block, residence for the Kadhis and staff, a health centre III, a vocational skilling centre and a model farm.

He disclosed this at the end of the three-day Eastern Muslim Conference held at Nkoma Secondary School in Mbale City.

Mubaje explained that the purpose of setting up regional administration units was to fix gaps between the UMSC headquarters and its lower structures.

He however, noted with concern that some district Kadhis driven by selfish motives have decided to undermine the regional offices on flimsy grounds to the extent of impeaching the regional Kadhis yet the powers lie in the Office of the M***i and Majlis Ulaama also known as College of Sheikhs.

He said such moves are counterproductive and unwelcome.

Mubaje recounted living his dream of seeing Muslims united despite the fact that the journey hasn’t been easy.

“Thanks to almighty Allah that this has been achieved,” he said.

He used the occasion to thank President Museveni for extending logistical support towards his administration and reminded him to fulfil his other pledges such as the renovation of the national Mosque at Old Kampala among others.

On the ongoing campaigns, he advised Muslims to elect leaders whose manifestos promote unity, peace, tolerance and are willing to work with Muslims.

This is the third and last part of the memorandum to President Idi Amin Dada on the Muslim religious leaders’ conference in Kabale as written by the leadership of the Kibuli based Uganda Muslim Community back in 1971.

1. THE CREATION OF UGANDA MUSLIM SUPREME COUNCIL

The supreme Council should be middle point connecting all the Muslim organisations in Uganda. All recognised Muslim organisations should be represented by 10 people each. Who are not Sheikhs. The Sheikhs will elect an equal number in their congregation.

(Details of membership can be worked out by a committee created for this purpose).

This council will have a President who will be elected on a popular basis. There will also be four Vice-Presidents from each region of Uganda. There will also be a Secretary of whom will be elected among the non-Sheikh members of the council. The Chairman of the Council will be the Sheikh el Islam. There will be a Deputy Chairman who will also be a Sheikh.

2. SHEIKH ISLAM

This will be the head of Sheikhs and he should he should be elected by the congregation of all certified Sheikhs from allover Uganda. Candidates for this office should be above 50 years of age and not more than 80 years of age. The Sheikh el Islam should be elected for qualities that will enable him to render dignity to the office and to represent Muslims on official government officials.

We propose the name Sheikh el Islam as opposed to M***i for fear of creating a ridiculous picture in Uganda that will never procure the respect of other Muslim countries. For everyone would wonder how it comes that we can have a M***i.

Even a very brief examination of this issue will reveal that at our stage of development in the Muslim community in Uganda, there is no person who fulfils the qualifications for a M***i of which the following are only a few.

· He must have certificates of education from recognised institutions of higher learning; in our case since we are an African country – an equivalent of a degree from Al Azhar

· He must have studied Islamic law

· He must be highly conversant with the four schools of thought (Mazhib)

· He must be proficient in speaking, reading and writing of Arabic language.

· He must be versed in the following subjects:

a) Fikh Islam

b) Osukil el Fekh

c) Philosophy mantic

d) Lugah

e) Balaga

f) Tafsir

g) Hadith

h) Hisab etc

Further more, he must be acclaimed and certified by other M***is and Grand-M***is from various countries more advanced on matters Islamic Azhar University must certify him as M***i.

We have gone more deeply into the analysis of this issue because we feel that in order to understand it clearly; it must be put on its proper historical and academic perspectives. Emotions and sentimentalism can not solve a problem of this magnitude.

ORGANISATION AND FINANCE

The proper set-up of the involvement of the involvement of the supreme council in Muslim affairs must be studied carefully. This council will be mainly concerned with matters of Sharia.

They will make consultations with other Muslim countries on matters that they fail to agree on. In conjunction with this, they will also deal with the welfare of Muslims – on education, tabligue, the maintenance of Sheikhs etc.

The finances of the council will be mainly drawn from the Muslims themselves.

We have however, already stated that the Muslim community has been a diseased arm of the Uganda population. In order to improve its health, government should be asked to make a special grant to them to enable them constitute a viable and effective organisation.

The type of set-up we have in mind will not only help to provide the Muslims of Uganda with an effective organisation, it will also generate more unity and will in the long run functionally reduce the necessity of other organisations.

This road to unity is the only one that is realistic and one that will succeed for it does not take people by their necks. It is a functional approach to Muslim unity; – it is a more sure way of achieving the set goal.

When we consider the human and organisational problems involved in taking the alternative way of banning the existing organisations, we become even more convinced that instead of bringing about unity, this will only set into motion a more complex nature of fendry and disunity. Let us allow the organisations to die a natural death by slowly in a functional manner replacing them with something more viable.

The set-up can thus only bring about a gradual approach to Muslim unity.

The second republic of Uganda has made it clear that there is freedom of organisation. If the individual has liberty, it becomes difficult to curtail the freedom of Muslim organisations which are in no way subversive.

This is inline with government policy as stated by Your Excellency in Kabale and the constitution of Uganda.

CONCLUSION

Almost 60% of the UMSC constitution was adopted from the issues raised in this memorandum by the Kibuli based UMC.

Much as UMC had reservations about the formation of UMSC, their recommendations especially on the role of UMSC and the qualifications of the M***i were adopted and they are binding even today.

Constitutionally, UMSC remains the Umbrella body of all Muslim groups in Uganda and the M***i remains the head and leader of all Muslims in Uganda as demanded by the then UMC leadership.

Surprisingly, total Muslim unity has remained elusive because the very establishment that pushed for unity in 1971 refuses to embrace it today.

There might have been administrative mishaps at the UMSC headquarters over time, but these are minor issues that should not stand in the way of total unity.

What is at stake is UMSC as an institution. We should therefore put our personal vendetta against individuals aside and embrace unity as the best way of preserving UMSC structures and consolidating the gains registered by the current administration.
