The Joint Advocacy for Sexual and Reproductive Health and Rights in Uganda (JAS Programme) aims at building a progressive Sexual Reproductive Health Rights advocacy movement in Uganda.
Operating as usual
As a post celebration of the World Health Day, Center for Health, Human rights and Development held a public lecture under the theme “Realising Maternal Health as a Public Health Right” on Wednesday 13th April 2022.
The discussions revolved around maternal health and how to make maternal health rights a lived reality in Uganda. Mr. Moses Mulumba the Director General of Afya na Ahaki gave the Key Note address on the state of maternal health in Uganda post the Petition 16 Judgment, highlighting the state of healthcare facilities among others.
We had respondents who spoke to the field of academia and rights with a specific focus on the health and the law (Dr Zahara Nampewo), maternal health in light of public health (Ms. Fatia Kiyange) and a health service perspective in respect to maternal health as a public health issue (Dr Ian Clarke).
The webinar attracted listeners from different fields of public health, legal practitioners, activists for maternal health and the right to health, representatives from Civil Society Organisations, members of the Legal Support Network, district and national level partners of the Joint Advocacy for Sexual Reproductive Health and Rights - JAS Programme (#JASProgramme) among others.

Our Executive Director Ms Fatia Kiyange made an excellent presentation on 'Advocacy lessons from the fields of health & human rights to advance cancer prevention and control', a session which was moderated by Dr Nicholas Kamara, MP and Chair of the Parliamentary Committee for NCDs.
Ms Fatia emphasised the need for a more comprehensive and integrated cancer control advocacy as opposed to fragmented/isolated approaches, sighting successful previously held campaigns such as the Blood campaign, maternal health campaign which yielded results.
She highlighted the need to balance "Soft touch" advocacy (like dialogues), with the use of policies and the law through litigation and the justice system and gave examples of the fruits such as the CSE case win.
Ms Fatia noted that Cancer advocacy needs to be widened to include key areas such as SRHR since we have cancers that are directly related to reproductive health.

A great stride towards increasing and improving Health Financing in Uganda.
Civil Society organisations led by Civil Society Budget Advocacy Group - CSBAG and CEHURD with support from the #JASProgramme appeared before the Parliamentary Health Committee to present the civil society position on the National Budget Framework paper FY2022/23 with recommendations to improve health financing.
"On health Financing, the health budget has reduced from 8.9% to 6.1% while the population to be served has grown on an annual average of per cent per year," Peter Eceru | CEHURD Programme Coordinator - Advocacy and a lawyer, said.
"Government ought to think critically on opening up more sources of funding for the health sector considering that we continue to depend largely on donor funding. This should be done to prevent a repeat of the events of 2017 to 2020 where the Mexico City Policy was in operation and impacted highly on uptake of family planning services," Jordan Tumwesigye | CEHURD Programme Officer and a lawyer, added.
They made these remarks while presenting the position paper. JAS Partners Akina Mama wa Afrika HEPS-Uganda HRAPF UNESO Reach A Hand Uganda Nafophanu participated in the review of the position paper.
Health is unique, if funding challenges are not adressed, the consequences spill over to other wealth creation programs like Parish Model.

The Policy and Legal Rights technical working group of the #JASProgramme met today, and laid out plans on how they will work.
"We're excited to be part of this JAS Programme to lend our expertise" Ms Diana Doris Akiidi-M'Bingham, one of the members remarked during the meeting.
The group will be guiding implementing teams on the thematic area of policy and legal rights, which Center for Health, Human rights and Development leads on. Other technical groups in the programme are on women and gender; access to medicines; HIV/Aids; sexual minorities and refugees; young people and sex work.
