Pursuant to Section 8(c) of the KCCA Act, as amended, the Speaker to Authority Council Rt. Hon. Kawalya Abubaker has turned down an invitation to attend a meeting ostensibly to partake in guiding a cabinet information paper on proposals for streamlining the operations of Boda Bodas and Taxis after the lifting of COVID-19 pandemic lockdown in Kampala Capital City and Metropolitan Area.
Speaker Kawalya avers that; as the Speaker to Authority Council, he’s not required to participate in programs at a National level but council will handle the same when it’s finally brought on the floor precisely as enshrined under S.14 (d) or under the standard Rules of Procedure.
Speaker Kawalya Abubaker made the above interpretations at the Speaker’s Chambers (City Hall) this morning when approached by the media.

The Honourable Speaker of the Authority Council of Kampala, in consultation with fellow Councillors, the Clerk to the Council and the Health Authorities, has issued the following message in addition to the government’s measures to prevent the onset of Coronavirus in the capital city.
Fellow Kampalans, as you may be aware Coronavirus is here with us and many activities remain banned and discouraged until further notice. Indeed, Educational Institutions have closed; congregational prayers are suspended in Churches, Mosques and open air on all days including Friday, Saturday and Sunday in the interest of people’s health. Also banned are mass meetings such as the workshops, conferences, election related assemblies, introduction ceremonies, wedding meetings, weddings, stag parties, funeral wakes, bar parties, motor rallies, beach parties and sports - including football matches.
Therefore, the Authority Council advises that all of us act swiftly to guard against the onset of coronavirus/COVID-19 on our city. All employers are urged to set strict health and preventive measures to guard against the spread of coronavirus in the workplace. All non-essential services such as bars shall remain closed. Only essential services like duukas, supermarkets, hospitals, pharmacies and banks shall remain open. While restaurants and shopping malls remain open, businesses are also encouraged to deliver meals, goods and services to customers in order to avoid crowds.
The Authority Council supports the additional measures taken by the Directorate of Public Health Services and Environment by providing washing amenities such as soap, water and buckets at the car parks, bus parks and other points of entry to public spaces.
