Please advise
In our collective effort to simultaneously contain and mitigate the impact of the COVID-19 to public health and safety in the Philippines and considering the serious repercussionsf posed by the undetected spread of the virus. May I respectfully suggest the following measures and program of action;
1. Organize a second layer of defense to contain the spread of Covid-19 thru island-centric quarantine strategy. Manage each island as an autonomous jurisdiction by requiring all points of entry/exit with mandatory quarantine and testing procedure. National agencies stationed in the said islands jointly with the AFP-PNP should be mandated to implement the quarantine protocol.
2. Empower the Local Government Units ( LGU ) with administrative order to organize, plan and prepare, and build-up their capabilities as the final line of organized defense to simultaneously contain and mitigate the spread of COVID-19. Initiate massive information gathering and dissemination to promote and protect public health and safety in their respective jurisdictions. Issue appropriate advisories including testing procedure, quarantine and medical guidelines. Authorize emergency acquisition of necessary materials, equipment and provisions under the DRRM law.
3. Order LGU provincial, city and municipal leadership in collaboration with barangay councils, health centers along with government hospital and clinics to undertake community-level monitoring, survey and identification of persons under investigation ( PUI ). Conduct basic testing and diagnostics, enforce quarantine protocol and provide palliative care in isolation. Emergency training of barangay officials and staff are to be prioritized to enable them to effectively implement the plans and programs of action. Designate secured quarantine facilities in their respective jurisdiction.
4. Order PhilHealth to come up with special program to subsidize clinical testing and treatment of COVID-19 patients and subsequent medical issues. Request emergency supplementary budget for said purposes through the DRRM law, or access the contingency fund of the Office of the President.
5. Order all levels of government to engage and collaborate with institutions and the private sector in the true Filipino bayanihan spirit to undertake all necessary measures to protect public health and safety of all residents of the Philippines. Public-private sector collaboration is a win-win total solutions strategy in fighting the virus and manage the broad repercussions of the pandemic to our economy and society.
6. Conduct massive testing utilizing more efficient and effective methodologies. Leverage on smart disaster management concepts and best practices to address this unprecedented global microbiological crisis. Adopt advance technologies and best practices as demonstrated by other countries including tracking of spreaders. Strictly implement quarantine protocol on international, inter-island and LGU travellers.
7. Order the Department of Information and Comminications ( DICT ) to expedite the deployment of COVID-19 database and information system to monitor infections and trends. Leverage the power and flexibility of cloud computing, decision support system with big data analytics. Study the prospect of deploying artificial intelligence to improve data analysis, disease control and prevention management.
8. Study the need to declare a state of emergency to prevent widespread public disorder and chaos in case of catastrophic developments.
9. Appeal to all sectors of our society to unite and stand as one nation united in blood and purpose to fight this unprecedented global pandemic in the true Filipino bayanihan spirit. Let's not allow politics to undermine our collective effort to protect ourselves, our family, our community and our nation. Public policy decisions must be based on science and effective disaster management concepts and best practices.
10. Let us do our best and everything humanly possible to simultaneously contain and mitigate the impact of COVID-19 to protect public health and safety, manage the repercussions to our economy, supply chain, food security and welfare of the Filipino people. We leave the rest to God for deliverance with our fervent prayers.

The council has met on several occasions to discuss the pandemic that we are all facing and seeking to collaborate with other stakeholders on our path forward. We are all in this together and our top priority is the health and safety of our citizens.
I want you to know that your city is here for you and we are doing everything we can to help protect our community. In order to be successful, we all need to be personally responsible. This is why I'm asking our residents to be patient, mindful and selfless as we all continue to follow the guidelines and SOPs.
Let's all work together to help stop the spread of this virus. We will get through this.

It is also a victory to know when to retreat...Am thankful to the NUP authorities for organising a leadership retreat and training for new KCCA lord councillors!
I was moved by the essence of unity, grit and team work during the ex*****on of our legislative agenda since we all know that,
If a team is to reach its potential, each player must be willing to subordinate his personal goals to the good of the team.
Thanks to all the attendees, trainers for this maiden retreat. We seem changed now, fired up and ready to steer the city's agenda without forgetting the cardinal duty we have to liberate this country! Indeed we are a crop of great leaders with the ability to inspire action through proper guidance and mentorship and use our knowledge to educate others along the way.

ADJUSTMENT: Notice is given to the effect that the earlier scheduled resumed Ordinary Authority Council Meeting has been postponed to Wednesday 14th April 2021 in the KCCA Lower Gardens at City Hall starting at 10:00am.
The deferment has been prompted by the need to accord the Joint Committee exploring the KCCA Market Ordinance sufficient time to conclude the task.
The last time Council convened (Wednesday 31 March 2021), it was resolved that the City Executive Committee further engages with the relevant stakeholders to fine-tune the Market Ordinance to avoid rescinding the same.

A dark crowd hovers over Lubaga, Kampala, the Central Region, and Uganda in general, following the upsetting news of the demise of Kampala Archbishop, His grace Dr. Cyprian Kizito Lwanga, who has been reportedly found dead in his bed.
My last memory of Dr. Cyprian Kizito Lwanga was the document he read on behalf of the Uganda Joint Christian Council yesterday during the way of the cross, where he fervidly condemned human rights violations in Uganda.

WE are saddened by the demise of our Parent, scholar, friend and political analyst Dr. Anas Abdunoor Kaliisa, the director of Salaam Charity. Dr. Kaliisa has gone at a time when the country is in crossroads, hence needed him the most.
The late has been a strong advocate of Islamic Banking, whose implementation is still being frustrated by the Central Bank that has so far failed to put in place the Central Shari’a Advisory Council, a key operationalization facet in the setup.

It is so unfortunate that the State can without shame, raid an independent media House in broad day light and rough-up presenters doing their job.
The Gold Medal winning sectarian is not the one who talks about sectarianism but rather, the one who practices and promotes so.

The water levels on lake Victoria are steadily decreasing, although still high. These are some of the preliminary findings of the KCCA adhoc committee that Authority Council which convened on Monday 22 June, 2020 tasked to investigate the rate at which the raising water levels on Lake Victoria has affected the people of Kampala.
The committee comprising of Speaker Kawalya Abubaker, Deputy Speaker Rt. Hon. Bruhan Mugisha, Public Health Standing Committee Chairperson Hon. Ssegirinya Muhammad, Hon. Zamini Nsibambi, Hon. Rashidah Naluwooza, Hon. Okwera Mugisha, Hon. Alice Amon, Hon. Daudi Lwanga, Hon. Nakabugo Faridah, Hon. Ismail Tabalamule, etc have spent the day in the field ascertaining it's impact.
Areas visited include Luzira Port Bell in Nakawa Division and Ggaba Landing Site in Mmakindye Division, and a comprehensive report is yet to be made and presented to the floor of the KCCA Authority Council.

DESPITE THE HYPED NOVEL COVID-19, THE PEOPLE OF KAMPALA STILL HAVE A RIGHT TO EARN
Article 40(2) of the Constitution safeguards peoples' Right to Work. For avoidance of doubt, it stipulates that:
‘Every person in Uganda has the right to practice his or her profession and to carry on any lawful occupation, trade or business.’
Article 6 of the International Covenant on Economic, Social and Cultural Rights (1976) affirms the international recognition of the right to work in the following terms:
‘States Parties to the present Covenant recognize the right to work, which includes the right of everyone to the opportunity to gain his living by work which he freely chooses or accepts, and will take appropriate steps to safeguard this right.’
Under Article 15 of the African Charter on Human and Peoples’ Rights (1981), every individual shall have the right to work under equitable and satisfactory conditions and receive equal pay for equal work.
Thus, the Constitutional provision on the right to work is in tandem with regional and international instruments.
In view of the above, the ongoing police swoop operation against City traders, who have become quite innovative by resorting to transacting business in their cars during these post Corona Virus economic hardships is inhumane, uncalled for, challengeable and ulter vires the law.
